Region XI (Davao Region, often searched as Region 11) lacked 8,532 classrooms in 2023, according to DepEd's classroom shortage data as published in the EDCOM II classroom construction dashboard. That is 5.2% of the national shortage of 165,443 classrooms, the eighth largest of the 18 regions. Measured against learners, the region sits just under the country: it is short 7.2 classrooms for every 1,000 learners enrolled in SY 2024-25, against 7.4 nationally, eighth among the regions.

That near-average figure is the sum of two very different places. Davao City is short 4,052 classrooms, 47.5% of the region's shortage and the third largest shortage of any schools division in the country, after Rizal and Quezon City. Its rate, 10.9 classrooms per 1,000 learners, is about three times that of Davao De Oro or Davao del Sur, and the School Building Program (SBP) 2026 lists 39 classrooms for it, 1.0% of its shortage. For the whole region the list equals 6.8% of the shortage, against 19.6% nationally; of the 18 regions, only Region XII and BARMM have a lower share.

The figures below come from the cleaned school-level data behind the dashboard. Every file is listed on the [EDCOM II classroom data page](https://nash.com.ph/edcom-classroom-data).

## Key findings

- Region XI lacked 8,532 classrooms in 2023, 7.2 per 1,000 learners against 7.4 nationally, and 1,283 of its 2,206 public schools (58.2%) had a shortage.
- Davao City alone is short 4,052 classrooms, 47.5% of the region's shortage, and its 39 SBP 2026 classrooms cover 1.0% of it, the lowest coverage of the region's 11 divisions.
- Only four of the 11 divisions are above the national rate, led by Panabo City at 11.3, while Davao De Oro (3.6) and Davao del Sur (3.5) are at less than half of it.
- Urban schools carry 73.6% of the region's shortage, and the 10 schools with the largest shortages, six of them Davao City high schools, are short 1,061 classrooms; only one of the 10 is on the SBP 2026 list.
- The SBP 2026 list holds 583 classrooms for the region, 1.8% of the national list against 5.2% of the shortage, and local governments implement 72.7% of them.
- 90 schools (4.0%) held classes in shifts in SY 2024-25, with 18.4% of the region's learners, and only four of the 89 in the shortage data (4.5%) receive any SBP 2026 classroom.
- Counted school by school, the 2026 list meets 3.8% of the region's shortage, against 10.4% nationally, and 154 of its classrooms (26.4%) go to schools with no 2023 shortage.

## Region XI against the country

The table compares Region XI with the Philippines indicator by indicator, using the same definition in both columns.

| Schools using makeshift rooms (2023) | 36.5% | 29.0% |
| Schools with a building for condemnation or demolition | 35.1% | 28.9% |

On the shortage itself, Region XI is close to the country: the share of schools with a shortage, the rate per learner and the share of schools on shifts are all near the national values. It is the 2026 list that sets it apart. Its SBP classrooms equal 6.8% of its shortage, about a third of the national 19.6%, and only 9.2% of its schools with a shortage receive any. It also has fewer Last Mile Schools than the country, 10.4% against 18.5%, and more schools with makeshift rooms or a building for condemnation.

Kindergarten to Grade 10 accounts for 7,429 classrooms of the shortage and senior high school for 1,103, or 12.9%. The split between town and country is sharp. The region's 913 urban schools carry 73.6% of the shortage, against 60.2% nationally, and are short 7.7 classrooms per 1,000 learners; its 1,280 rural schools carry 26.1% and are short 6.2. Meanwhile 753 schools report 2,646 more Kindergarten to Grade 10 classrooms than they need. Those rooms cannot be moved to the schools that lack them.

## Classroom shortage by division in Region XI

Region XI has 11 schools divisions: five provincial divisions, Davao del Norte, Davao del Sur, Davao De Oro, Davao Oriental and Davao Occidental, and six city divisions, with Davao City by far the largest. Figure 1 ranks them by the shortage per 1,000 learners, so that divisions of very different sizes can be compared.

![Horizontal bar chart of the 2023 classroom shortage per 1,000 learners in Region XI's 11 divisions. Panabo City is highest at 11.3 (543 classrooms) and Davao City next at 10.9 with by far the largest count, 4,052; Digos City (7.9) and Davao Occidental (7.5) are just above the national 7.4 line, and the other seven are below the regional 7.2, down to Davao De Oro at 3.6 and Davao del Sur at 3.5.](https://nash.com.ph/blog/_astro/classroom-shortage-region-11-davao-divisions.C2cHtZda_Vfkwv.webp)

Two divisions stand well clear of the rest. Panabo City (11.3) and Davao City (10.9) are short about three times as many classrooms per learner as Davao De Oro and Davao del Sur. Digos City and Davao Occidental are just above the national rate, and the other seven divisions, from the Island Garden City of Samal (6.7) down, are below both the national and the regional rate.

By count, Davao City is in a class of its own. Its 4,052 classrooms of shortage are 47.5% of the region's and more than five times the next division's, Davao del Norte's 720. Among the country's 229 divisions, only Rizal and Quezon City are short more.

A shortage is most common in Digos City, where 84.8% of schools have one, and in Panabo City and Davao City, at 82.3% and 80.0%; in Davao del Sur only 37.2% do. Coverage runs from 1.0% in Davao City and 2.8% in Panabo City, the two divisions with the highest rates, to 23.3% in Davao De Oro, whose 157 SBP classrooms are the most of any division in the region: four times Davao City's 39, for a shortage a sixth the size. Every SBP classroom in the region is at a school with a division, so the division totals add up to the regional total.

## Provinces and cities: Davao del Norte, Davao del Sur, Davao de Oro, Davao Oriental, Davao Occidental and Davao City

In the Philippine Standard Geographic Code (PSGC), Davao City is a highly urbanized city that stands apart from the five provinces, and its figures here match the Davao City division's. The component cities are counted inside their provinces: Panabo, Tagum and the Island Garden City of Samal in Davao del Norte, Digos in Davao del Sur and Mati in Davao Oriental.

Outside Davao City, the largest provincial shortage is Davao del Norte's 1,763 classrooms, most of it in the Davao del Norte division and Panabo City. Davao Occidental, the smallest province by schools, has the second highest rate, 7.5, and coverage of 8.2%. Davao de Oro, with the lowest rate, 3.6, has the most SBP classrooms of the six and the highest coverage, 23.3%.

Among the region's 49 cities and municipalities, the City of Davao's shortage of 4,052 classrooms is more than seven times that of the next, the City of Panabo, at 543:

Five cities head the list; the sixth, the Island Garden City of Samal, comes after Malita in Davao Occidental. The 2026 list reaches almost every city and municipality with a shortage: only three have none, 67 classrooms between them, the largest being San Isidro, Davao del Norte, short 33. One receives more classrooms than its shortage, six beyond it. The city figures follow the PSGC boundaries and the SBP masterlist's own municipality, so they can differ slightly from the division with the same name: the City of Tagum shows 307 classrooms of shortage and 54 on the list, the Tagum City division 306 and 51.

## Schools with the largest classroom shortages in Region XI

Nine of the 10 schools with the largest shortages are national high schools, six of them in Davao City, and six hold classes in shifts. Together they are short 1,061 classrooms, 12.4% of the region's shortage. Each row carries the school ID for lookup in the school table.

Davao City National High School is short 237 classrooms for 14,378 learners, the largest school shortage in the region, and F. Bangoy National High School follows with 158. Sta. Ana National High School has the most crowded rooms of the 10, 118.9 learners per classroom, without shifts. Only Rizal ES in Panabo City, the one elementary school among them, is on the SBP 2026 list, with three classrooms; the six Davao City high schools receive none.

Across all schools the shortage is concentrated almost as much as in the country as a whole. The 221 schools with the largest shortages, the top 10% of the region's schools, hold 62.1% of it, against 66.0% nationally, and 131 schools, 5.9% of the total, hold half. The 209 schools short by 10 or more classrooms account for 60.8%, while the median school with a shortage lacks 3.0 classrooms. The national report, [Philippine Classroom Shortage 2023: Where the Gap Is](https://nash.com.ph/blog/classroom-shortage-philippines-2023), describes these measures.

## SBP 2026 classrooms in Region XI

The SBP 2026 list has 180 lines for Region XI, 583 classrooms at 174 schools, all funded under the General Appropriations Act (GAA) 2026 with PHP 2.12 billion. The region receives 1.8% of the national list while holding 5.2% of the national shortage. Figure 2 sets each division's 2023 shortage beside its 2026 classrooms.

![Paired horizontal bars of the 2023 classroom shortage and SBP 2026 classrooms in Region XI's 11 divisions. Davao City's shortage of 4,052 classrooms dwarfs every other bar, against 39 on the list; Davao del Norte has 720 and 64, Davao De Oro 675 and 157, Davao Occidental 552 and 45, Panabo City 543 and 15, and Davao Oriental 535 and 75, and in every division the list is far shorter than the shortage.](https://nash.com.ph/blog/_astro/classroom-shortage-region-11-davao-sbp-2026.B6jUVaQ4_Z3kOMs.webp)

Davao City's blue bar is longer than those of the next seven divisions combined, and its orange bar is barely visible. Davao De Oro has the longest orange bar, 157, and Panabo City, the division with the highest rate, the shortest, 15.

| Modality group | Lines | Schools | Classrooms | Share of the region's SBP classrooms |

Region XI leans on local governments more than the country does. LGU-implemented lines account for 424 classrooms, 72.7% of the region's list, against 26.7% of the national list; the Department of Public Works and Highways (DPWH) has 86 (14.8%) and DepEd 73 (12.5%). There is no PSIP III line in the region. Even set against the GAA-funded classrooms alone, which equal 9.7% of the national shortage, Region XI's 6.8% is below that national figure. [DepEd School Building Program 2026 in Numbers](https://nash.com.ph/blog/deped-school-building-program-2026) describes each modality and its budget.

School by school, 323 of the region's 2026 classrooms (55.4%) fall within the receiving school's own 2023 shortage, near the national 53.0%, but 154 (26.4%) go to 50 schools with no 2023 shortage, above the national 23.0%. Of the 1,283 schools with a shortage, 118 (9.2%) receive any classroom, and 23 of the 191 short by more than 10 (12.0%). Counted this way, the list meets 3.8% of the region's shortage, against 10.4% nationally, and leaves 8,209 classrooms unmet. [Do 2026 Classrooms Go Where the Shortage Is?](https://nash.com.ph/blog/classroom-allocation-vs-shortage-2026) sets out how each classroom is counted against the receiving school's own need.

## Class shifts and crowded classrooms in Region XI

In SY 2024-25, 90 of Region XI's 2,227 schools in the enrollment data (4.0%) held classes in two or more shifts, three of them in three, close to the national 4.3%. These are large schools: they enroll 218,917 learners, 18.4% of the region's total. Nearly all of the 89 in the shortage data, 95.5%, had a shortage, yet only four of them (4.5%) receive SBP 2026 classrooms, against 26.2% of shifting schools nationally.

The median Region XI school is more crowded than the national median at every level, by the most in elementary: 26.9 learners per classroom against 24.9. Junior high (33.4 against 32.1) and senior high (31.6 against 30.6) are closer. Above 50 learners per classroom there are 261 schools, holding 24.0% of the learners counted; it would take at least 1,680 classrooms to bring each of them to 50. [Class Shifts and Crowded Classrooms in DepEd Schools](https://nash.com.ph/blog/class-shifting-crowded-classrooms) defines the 50-learner threshold.

The 2023 facilities data add two signs of strain: 804 schools (36.5%) use makeshift rooms, against 29.0% nationally, and 774 (35.1%) report a building for condemnation or demolition, 1,943 buildings in all, against 28.9%.

## Last Mile Schools in Region XI

Region XI has 229 Last Mile Schools, 10.4% of its schools against 18.5% nationally: schools in geographically isolated, disadvantaged and conflict-affected areas and hardship posts. They hold 820 classrooms of shortage, 9.6% of the region's. A shortage is far more common among them than among the region's other schools, 75.5% against 56.1%, a wider gap than the national one of 61.5% against 52.5%.

They are also more likely to be on the 2026 list, 12.2% against 7.1% of other schools, with 90 classrooms between them. Even so, 149 Last Mile Schools with a shortage, 637 classrooms between them, get none. In the region, the DepEd Last Mile School modality contributes 11 lines with 31 classrooms. [Last Mile Schools: Classroom Need and 2026 Allocation](https://nash.com.ph/blog/last-mile-schools-classroom-shortage) gives the national picture.

## What this means for school heads in Region XI

Read Region XI as two places: Davao City, where the shortage sits in large, crowded high schools that the 2026 list barely reaches, and the provinces, where it is smaller.

- **Start with your own school.** The school table on the [EDCOM II classroom data page](https://nash.com.ph/edcom-classroom-data) gives your 2023 shortage, learners per classroom, shifts and any SBP 2026 lines by school ID.
- **In Davao City, put the shortage beside the shifts.** A high school on two shifts can show its learners per classroom and its schedule next to its shortage; only four of the region's 89 shifting schools in the shortage data are on the 2026 list.
- **Bring the city or municipal government in early.** Local governments implement 72.7% of the region's 2026 classrooms, against 26.7% nationally, so the local school board and the LGU are the main partners for new rooms.
- **Outside the cities, do not let a low rate hide your school.** Davao De Oro and Davao del Sur have the region's lowest rates, yet 45.1% and 37.2% of their schools have a shortage; a school's own figure is what counts in a request.
- **Write it into the plan.** Cite the shortage, enrollment and shifts with their years and sources in the [school improvement plan](https://nash.com.ph/blog/deped-school-improvement-plan), and carry any SBP line in the annual implementation plan until the rooms are turned over.

## How these numbers were made

The data are the cleaned tables behind the EDCOM II classroom construction dashboard: DepEd's 2023 classroom shortage by school, the SBP 2026 masterlist, SY 2024-25 enrollment and class shifts from the Basic Education Information System (BEIS), 2023 school facilities, and school coordinates from the National School Building Inventory (NSBI) for SY 2022-23. [How the EDCOM Classroom Data Was Cleaned](https://nash.com.ph/blog/edcom-classroom-data-cleaned) documents every table and cleaning rule.

A school's shortage is DepEd's 2023 figure for Kindergarten to Grade 10 plus senior high school, counted only where the school lacks classrooms. The shortage per 1,000 learners divides the shortage of schools with SY 2024-25 learners by those learners and multiplies by 1,000. Learners per classroom divide SY 2024-25 learners by 2023 instructional classrooms. A division's coverage is its SBP 2026 classrooms divided by its 2023 shortage. Classrooms within a school's shortage are counted up to the size of that shortage, and any beyond it are counted as beyond. Regions follow the PSGC: Region XI here is Davao del Norte, Davao del Sur, Davao de Oro, Davao Oriental, Davao Occidental and Davao City. Divisions are DepEd's schools divisions.

The analysis was done in Python with pandas, and the charts drawn with Matplotlib.

## Limits

The sources span several years: the shortage and facilities are from 2023, enrollment and shifts from SY 2024-25, and the allocations from 2026, so a school's figures may have changed since. The SBP list shows planned classrooms, not finished ones, and classrooms built outside the program are not in it. The shortage is DepEd's own estimate, and new, merged or renumbered schools may be missing or counted under a new ID. These are descriptive figures: they show where the shortage and the 2026 classrooms are, not why.
