# Admin Tasks Off Teachers: DO 2 and School Support Staff

DO 2, s. 2024 gives admin work to school heads and non-teaching staff. The six task areas, AO II and PDO I duties, and FY 2026 COS staff at ₱20,000 a month.

This is the Markdown copy of [Admin Tasks Off Teachers: DO 2 and School Support Staff](https://nash.com.ph/blog/deped-do-002-administrative-tasks-support-staff), an article on the NASH Reviewer Blog by Mark Anthony Llego, published Oct 31, 2026, updated Nov 4, 2026. Since January 26, 2024, administrative work in public schools belongs to the school head and non-teaching staff, not to teachers. [DepEd Order No. 002, s. 2024](https://www.deped.gov.ph/2024/01/26/january-26-2024-do-002-s-2024-immediate-removal-of-administrative-tasks-of-public-school-teachers/) says administrative tasks "shall be removed from the workload of teachers" and that "School Heads and non-teaching personnel shall have the sole responsibility to perform" them (Sec. V.A.1). It names six areas: personnel administration, property custodianship, general administrative support, financial management, records management and program management. The work falls to the school head, the Administrative Officer II (AO II) and the Project Development Officer I (PDO I). A school without them may share staff across a cluster of up to three schools or, if it is on DepEd's list of eligible schools, get one contract-of-service (COS) staff member paid from extra MOOE. For FY 2026, DepEd funded that COS staff member in 7,062 schools for six months at ₱20,000 a month plus a 10% premium, ₱932,184,000 in all.

The sections below cover what DO 2 removed, the jobs DepEd has since called administrative, the AO II and PDO I duties, the FY 2025 and FY 2026 COS terms, the Toolkit's tasking matrix, and what teachers may still do on the School Planning Team (SPT), School Governance Council (SGC) and Parent-Teacher Association (PTA). The rules come from DepEd's issuances and from the memos and guides in DepEd's [Teacher Workload Public Drive](https://bit.ly/TeacherWorkload_ToolsandProcedure), current as of October 31, 2026. For EDCOM II's evidence on AO II item counts and staffing standards, see [Teacher Workload and Accountability: EDCOM II Findings](https://nash.com.ph/blog/teacher-workload-accountability-edcom-ii).

## Key findings

- **Six task areas left teachers' workload.** DO 2, s. 2024 lists personnel administration, property/physical facilities custodianship, general administrative support, financial management, records management and program management, including feeding and school DRRM (Sec. V.A.1). The Toolkit's table shows five, folding records into personnel administration (Teacher Workload Policy Toolkit, June 2025, p. 19); the Order governs.
- **DepEd has since named more jobs as administrative.** Its 2026 answers put canteen management, Bids and Awards Committee membership and feeding, library and DRRM coordinatorship outside teachers' workload (DepEd consolidated Q&A, 2026 implementation-status meetings, Nos. 30–34). DM 003, s. 2025 bars teachers from the school's records committee (para. 3).
- **AO II and PDO I are the school's administrative posts.** Both are Salary Grade 11 and report to the school head (AO II and PDO I job descriptions). Divisions were to cluster "a maximum of three (3) schools" around them (DM-OUHROD-2024-0123, item A).
- **FY 2026 COS staff cost ₱132,000 per school.** That is six months at ₱20,000 plus a ₱2,000 (10%) premium a month (computed; it matches every row of Annex A). Annex A funds 7,062 schools in 137 divisions, ₱932,184,000; NCR gets nothing (DM-OUHROD-2026-0095 and Annex A).
- **FY 2026 terms changed in five main ways.** Only schools with a COS staff member whose contract ran to December 31, 2025 may renew or replace; minimum education fell from senior high school to junior high school graduate; pay moved from the regional minimum wage × 22 days to a flat ₱20,000; the premium fell from 12.5% to 10%; and contracts run six months at first (DM-OUHROD-2025-0083; DM-OUHROD-2026-0095, Secs. I.B, II.B, VI, VII).
- **School-based COS staff have no Friday work from home now.** DM 018, s. 2026 made Friday a work-from-home day from March 9, 2026, but a March 11, 2026 memorandum limited it to "personnel in DepEd offices" and said MC No. 114 "does not cover school-based personnel" (paras. 2–3). An April 9, 2026 memorandum opened Friday work from home to school-based non-teaching staff only from April 10 to June 5, 2026; as of October 31, 2026, no national memo has extended it.
- **Teachers may sit on the SPT, SGC and PTA.** But "as may be practicable, other members aside from teachers shall assume primary responsibility" for those bodies' forms (DO 006, s. 2025, para. 5), and a teacher on the PTA board may be an officer only as Secretary (DO 013, s. 2022, Sec. 8.3).

## What DO 2, s. 2024 removed from teachers

DO 2 covers "all DepEd-employed teachers engaged in classroom teaching, on a full-time basis, under permanent, provisional, or substitute status in all public elementary and secondary schools" (Sec. II). Administrative tasks are "tasks related to the effective and efficient operations of schools or programs, projects, and services which are not directly related to teaching and academic learning" (Sec. III.a). The removal is "without prejudice to the teacher ancillary tasks as defined by other DepEd issuances" (Sec. V.A.1): lesson preparation, checking work and the other ancillary tasks stay with teachers (see [Can Teachers Leave School After Six Hours of Teaching?](https://nash.com.ph/blog/teacher-ancillary-tasks-leave-school-after-six-hours)).

| DO 2 area (Sec. V.A.1) | What it covers, in the Toolkit's words (p. 19) |
|---|---|
| a. Personnel Administration | Human resource management; recruitment and selection; records; compensation benefits; general HR functions for school personnel |
| b. Property/Physical Facilities Custodianship | Acquisition and issuance of supplies; storage; inventory; report preparation |
| c. General Administrative Support | General administrative assistance to school head; clerical tasks; report preparation |
| d. Financial Management | Financial document preparation; report submission; other financial-related tasks |
| e. Records Management | Not a separate row in the Toolkit; "Records" appears only under Personnel Administration |
| f. Program Management: i. Feeding; ii. School DRRM; iii. Other related programs | "Facilitate the overall preparation and conduct of programs, projects, and activities", for example "Feeding Program, DRRM, other school-level programs" |

**Six areas, not five.** DO 2 and DepEd's FAQ on it list six (DepEd FAQs on DO 2, s. 2024, p. 6); the Toolkit's table lists five. The Order governs, and the tasks "include, but are not limited to" the six. DepEd has applied DO 2 to records work since: no teaching personnel "shall be designated as members and secretariat" of the school's Records Management Improvement Committee, "in strict compliance with DepEd Order No. 002, s. 2024" (DM 003, s. 2025, para. 3). The school head chairs it, with two members the chair picks and the "School Registrar/Records Custodian" as secretariat (para. 2.b.iv).

**Immediately, not gradually.** DO 2 told divisions to "Immediately transfer and turnover existing administrative tasks performed by teachers to school heads and non-teaching personnel" within "a period not exceeding sixty (60) calendar days" (Sec. IX). DepEd's FAQ softened this: "schools shall observe gradual transition ensuring that there are no disruptions to school operation" (DepEd FAQs on DO 2, s. 2024, p. 12). The Order governs; counted from its date, the 60 days ran out in late March 2024. In 2026, DepEd still tells school heads to "ensure that teachers/ALS implementers are relieved of administrative tasks" ([DO 016, s. 2026](https://www.deped.gov.ph/2026/06/04/june-4-2026-do-016-s-2026-guidelines-on-lesson-planning-and-learning-design/), para. 37.c).

## Which jobs DepEd now treats as administrative

DepEd has named further jobs in memoranda and in its official answers to field questions. The answers are not issuances and rank below the Order, but none conflicts with it.

| Job | What DepEd said | Source |
|---|---|---|
| Canteen management | "the current policy direction under DO 2, s. 2024 classifies canteen management as an administrative task"; teachers "may still use the canteen as their laboratory", but management "shall fall upon the school head or any appropriate non-teaching personnel" | 2026 Q&A, No. 30; also DM 53 Q&A, No. 34 |
| Bids and Awards Committee member | "No. BAC membersip [sic] is considered an administrative task, which is no longer part of the teachers' workload." | 2026 Q&A, No. 31 |
| School-Based Feeding Program coordinator | "No. SBFP Coordinatorship is considered an administrative task" | 2026 Q&A, No. 32; DO 2, Sec. V.A.1.f.i |
| Library-in-charge | "No. Library Coordinatorship is considered an administrative task" | 2026 Q&A, No. 33 |
| DRRM coordinator | "No. DRRM Coordinatorship is considered an administrative task" | 2026 Q&A, No. 34; DO 2, Sec. V.A.1.f.ii |
| Records committee member or secretariat | "no teaching personnel shall be designated as members and secretariat of the committee" | DM 003, s. 2025, para. 3 |
| Property custodian | "a role that, under the new policy, should no longer be assigned to them" | Toolkit, June 2025, p. 80 |
| Division work given to teachers | "The primary duty of teachers is to teach. Teachers are supposed to be in schools performing the workload defined in DO 005, s. 2024." | DM 53 Q&A, No. 54 |

*"2026 Q&A" is DepEd's consolidated Q&A from the May 25–26 and June 2, 2026 implementation-status meetings; "DM 53 Q&A" is its consolidated Q&A from the October–November 2024 orientation on DM 53, s. 2024.*

DepEd's 2026 feeding guidelines give day-to-day feeding to "The School SBFP implementers/Non-teaching Personnel/Administrative Officer II (AO II)" ([DO 013, s. 2026](https://www.deped.gov.ph/2026/06/04/june-4-2026-do-013-s-2026-institutional-guidelines-on-the-implementation-of-the-school-based-feeding-program/), Sec. IX.D). The same Order still has the AO II "Work with class advisers" on meals for learners with habitual absences (Sec. IX.D, item 4) and lists "Classroom-based feeding supervised by Teachers and School Health Personnel" (Annex E). What left teachers is running the program, not classroom feeding.

Two 2026 issuances apply DO 2 to particular duties. For the 2026 Oplan Balik Eskwela, teachers "shall not be assigned administrative tasks in accordance with DO 002, s. 2024" ([DM 030, s. 2026](https://www.deped.gov.ph/2026/05/14/may-14-2026-dm-030-s-2026-2026-national-oplan-balik-eskwela/), para. 5). Under the three-term calendar, "Teachers shall not be assigned instructional, administrative, or extracurricular duties during wellness breaks, except in cases of emergency or exigency of service" ([DO 009, s. 2026](https://www.deped.gov.ph/2026/04/16/april-16-2026-do-009-s-2026-guidelines-on-the-implementation-of-the-three-term-school-calendar-in-basic-education/), para. 24).

## Who does administrative work in schools now

### The school head

"For the purpose of this policy, a duly designated Teacher-in-Charge (TIC) is considered as a School Head" (DO 2, Sec. III.c), so a TIC carries the same duty. The Toolkit lists "Manage the administrative tasks" among the school head's four jobs, with non-teaching staff to "Support the school head in managing administrative tasks" (p. 57). DM 053, s. 2024 has school heads ensure that "all school personnel, including non teaching personnel, adhere to their prescribed workload" and that non-teaching staff "continue to perform their duties and responsibilities stipulated in their job descriptions" (para. 8). See [human resource management for school heads](https://nash.com.ph/blog/school-head-human-resource-management) and the [guide to principals, head teachers and teachers-in-charge](https://nash.com.ph/blog/principal-head-teacher-teacher-in-charge).

### The AO II and the PDO I

DepEd's job descriptions put both posts at "Salary Grade 11", reporting to the "School head" in an "Elementary School or Junior High School". Both require a bachelor's degree relevant to the job and Career Service Professional (second level) eligibility, with no experience or training. The AO II handles "administrative support and selected financial functions particularly on personnel administration, property custodianship, and financial-related tasks" (AO II job description, p. 1), and its school-level scope "is determined by the duties and functions assigned by the Principal/School Head" (p. 3). The PDO I is "responsible for facilitating the implementation of the various programs, projects, and activities initiated by the School or mandated by the DepEd Central Office at the School level" (PDO I job description, p. 1).

| DO 2 area | AO II duties | PDO I duties | COS staff (FY 2026 terms) |
|---|---|---|---|
| Personnel Administration | Recruitment support; 201 files; "Consolidate daily time record (DTR) of school personnel and prepare monthly report of service (Form 7)"; leave applications; "Update vacation service/leave credits"; benefits and retirement papers (p. 2) | — | Clerical support |
| Property custodianship | Procurement of supplies "based on approved SIP/AIP"; storage; inventory; issuance; property reports (p. 3) | — | Clerical support |
| General administrative support | "Assist the school head in the preparation of School Form 7 (SF 7)/loading of teachers"; "Assist the school planning team in the preparation of SIP/AIP"; reproduction, encoding, documents (p. 3) | — | "overall administrative and clerical support to the School Head and other school personnel" |
| Financial management | Cash disbursement register; authority to debit or credit; liquidation reports; reports to COA and DBM for implementing units (p. 3) | — | Clerical support |
| Records management | Personnel records and 201 files (p. 2) | — | Clerical support |
| Program management (feeding, DRRM, others) | — | Plans and a school calendar of programs, projects and activities; monitoring; data; reports; "Provide support to the School Planning Team (SPT)" (p. 2) | "Assist the School Head in preparing and conducting programs, projects, and activities" |

A dash means the job description assigns no duty in that area; neither names records management as a separate area. The terms of reference do not name DO 2's areas; the COS column places their duties under them.*

An AO II cannot take a teaching-related assignment, which "should be designated to teachers" (DM 53 Q&A, No. 30). DepEd's 2024 orientation deck lists 23,313 AO II and 1,500 PDO I for FY 2020–2024 under "Inventory of School-based Non-Teaching Personnel", without saying whether these are items created or posts filled (DepEd orientation deck on DO 5, s. 2024, p. 24). The Toolkit stated a plan, not a result: "By FY 2026, we plan to achieve a 1:1 ratio of Administrative Officer II (AO II) for every school!" (p. 20). DepEd has not said whether that target was met. It reports filling 9,937 of the 10,000 AO II positions created in 2025 ([DepEd press release, July 22, 2026](https://www.deped.gov.ph/2026/07/22/angara-pinalalakas-ang-deped-workforce-para-sa-mas-maayos-na-operasyon-ng-mga-paaralan/)), and DBM approved 11,268 more AO II and 5,000 PDO I positions, with 6,000 School Principal I, for FY 2026 ([DepEd press release, May 29, 2026](https://www.deped.gov.ph/2026/05/29/angara-pinuri-ang-pag-apruba-sa-higit-22k-non-teaching-positions-para-matulungan-ang-mga-guro/)). Asked in 2026 about school AO IIs detailed to division offices, BHROD said school-based non-teaching positions "should remain assigned to schools to help reduce the administrative burden of teachers" (2026 Q&A, No. 38).

### Clusters of up to three schools

DO 2 lets divisions "cluster deployed non-teaching personnel" (Sec. V.A.2.a), "with each cluster being composed of a maximum of three (3) schools" (Sec. IX.a). The strand memo of January 30, 2024 told divisions to "cluster a maximum of three (3) schools and deploy the necessary Administrative Officer II (AO II) and Project Development Officer I (PDO I)", with "Geographically adjacent and accessible schools that are located within the district" as "the prime consideration" (DM-OUHROD-2024-0123, item A). Staff in senior high schools "shall not be included in the redeployment" (item C), and unfilled AO II and PDO I items were to be filled "within the 60-day transition period" (item D). Schools "difficult or impractical to be clustered" were reported on Annex A, "the basis for the downloading of additional MOOE" (item A and closing paragraphs). DepEd's 2024 deck adds that schools without non-teaching staff on the latest PSIPOP "shall be prioritized" in clustering, "however, proximity of schools shall still be the primary consideration" (p. 25).

## Contract-of-service admin staff: FY 2025 and FY 2026 terms

DO 2 lets divisions and schools "hire personnel under Contract of Service (COS) or Job Order (JO)", charged to MOOE "or other alternative sources of funding" (Sec. V.A.2.b), and the strand memo reserved the extra MOOE "solely for the payment of the salary of administrative support personnel" (DM-OUHROD-2024-0123). The figure has held at 7,062. DepEd's 2024 deck reported "Downloaded additional MOOE to hire 7,062 COS" (p. 23), and a March 6, 2025 release said DepEd would "renew and hire 7,062 school-based Administrative Support Staff" ([DepEd press release](https://www.deped.gov.ph/2025/03/06/pbbm-deped-sustain-hiring-of-over-7000-administrative-support-staff-to-ease-teacher-workload/)); both count staff. The FY 2026 annex funds 7,062 schools at one staff member each.

Two OUHROD memoranda set the yearly terms. Neither is posted on deped.gov.ph; both are in the Public Drive.

| Term | FY 2025: DM-OUHROD-2025-0083 (January 13, 2025) | FY 2026: DM-OUHROD-2026-0095 (January 16, 2026) |
|---|---|---|
| Which schools | "no changes to the list of eligible schools"; schools given COS staff from FY 2024 MOOE savings not covered (Sec. I) | Same list, but "In compliance with CSC-COA-DBM Joint Circular No. 1, s. 2025, only eligible schools with an existing CoS personnel whose contract is effective until December 31, 2025 shall be allowed to renew such contract or hire a replacement"; schools given COS staff from FY 2025 savings not covered (Sec. I.B–C) |
| Minimum education | "At least Senior High School graduate" (Sec. II.B) | "At least Junior High School graduate" (Sec. II.B) |
| Training, experience, eligibility | None required; able to prepare templated reports, computer literate, can operate office equipment | Same |
| Contract length | Not stated | "initially cover a duration of six (6) months"; any extension "subject to evaluation and the availability of funds" (Sec. VI) |
| Monthly salary | Regional minimum wage × 22 days (Sec. VI.A) | "uniform rate of PhP 20,000.00 per month" (Sec. VII.A) |
| Premium | "uniform premium rate of 12.5%"; January–June paid in June, July–November in December, December in January (Sec. VI.E–F) | "uniform premium rate of 10%", ₱2,000 a month; January–June paid in July, July–November in December, December in January (Sec. VII.E–F) |
| Funds | Additional MOOE downloaded to the school from the Central Office's GMS-MOOE "and/or other funding sources" (Sec. III) | FY 2025 balances first, then the Central Office's FY 2026 GMS-MOOE; downloaded to regional offices, then to divisions per Annex A (Sec. III.A–B) |
| Staff or schools funded | 7,062 staff to renew or hire (press release, March 6, 2025); the memo gives no count | 7,062 schools in 137 divisions, one staff member each, ₱932,184,000 (Annex A) |
| Monitoring | BHROD-SED, with a tool "issued separately" (Sec. VII) | Regional offices and divisions monitor the funds; the SDO-HRMO updates bit.ly/School-basedCOSMonitoring (Sec. VIII) |

*Sources: DM-OUHROD-2025-0083, pp. 1–5; DM-OUHROD-2026-0095, pp. 1–5, and its Annex A; DepEd press release, March 6, 2025.*

The FY 2026 memo cites the joint circular without quoting it. The duties did not change: the staff member works "under the direct supervision of the School Head", gives "overall administrative and clerical support", and assists with programs, projects and activities (Sec. II.A in both memos).

**Renewing and hiring.** An incumbent is rated against the terms of reference, and "In the absence of an accomplished RPMS IPCRF or any other established mechanisms, an incumbent cannot renew" (FY 2026 memo, Sec. IV.A). A replacement's vacancy is posted "for at most 10 calendar days", and the school head assesses applicants and submits nine documents, which the SDO reviews before the SDS approves and signs the service agreement (Sec. V). The school pays after reviewing the staff member's accomplishment report and DTR (Sec. VII.C). Templates are at bit.ly/QuickGuide_HIRINGPROCESS (Sec. IX).

## Where the FY 2026 contract-of-service money went

Annex A to the FY 2026 memo lists every division's allocation: one staff member per funded school for six months at ₱20,000 plus a ₱2,000 premium, or ₱132,000 per school (computed: 6 × ₱22,000, which matches every row). The total is 7,062 schools and ₱932,184,000.

Five divisions (Bohol, Leyte, Iloilo, Samar and Quezon) hold 2,370 of the slots, a third of the total (computed). The documents do not explain the distribution; DepEd's 2024 deck describes the eligible schools as those that "cannot be provided services by existing non-teaching personnel, even with the clustering strategy" (DepEd orientation deck on DO 5, s. 2024, p. 23).

## What happens to unused contract-of-service funds

**FY 2025.** DM-OUHROD-2025-2770 (September 9, 2025; released October 6, 2025) said balances "shall be used exclusively for the hiring of additional school-based CoS", after funds are "first ... allocated for the salaries and premium of existing CoS personnel" (item 1). Divisions pick the schools "giving priority to schools without non-teaching personnel. Schools that already have CoS personnel shall not be eligible for additional deployment", with the SDS approving the list (item 3). "However, service agreements shall only be valid until December 31, 2025", and renewal for FY 2026 "cannot be guaranteed at this time" (item 4). A balance too small for a hire may be realigned "for other allowable purposes" within FY 2025 (p. 2).

**FY 2026.** The FY 2026 memo spends FY 2025 balances first (Sec. III.A) and excludes schools that got COS staff from FY 2025 savings (Sec. I.C), so hires under the September 2025 memo were not carried over. It promises "A separate issuance ... to guide the field offices in the utilization of any balances or excess funds" (Sec. III.D). As of October 31, 2026, DepEd had issued none, nor any on extending the six-month contracts.

## Do contract-of-service admin staff work from home on Fridays?

Not in schools. [DM 018, s. 2026](https://www.deped.gov.ph/2026/03/08/march-8-2026-dm-018-s-2026-implementation-of-energy-conservation-protocols-and-flexible-work-arrangements-in-the-department-of-education-pursuant-to-memorandum-circular-no-114/) (March 8, 2026), issued under the President's Memorandum Circular No. 114, put DepEd on a "four-day onsite work arrangement from Monday to Thursday" from March 9, 2026, with "Friday ... designated as the common work-from-home (WFH) day" (paras. 2, 6). Paragraph 7 applies it to "all non-teaching and related-teaching personnel of the Department, including Contract of Service and Job Order employees"; "Teaching personnel shall continue to adhere to their existing class schedules".

Three days later, a [memorandum of March 11, 2026](https://www.deped.gov.ph/2026/03/12/march-11-2026-memorandum-clarification-on-the-implementation-of-work-from-home-every-friday-under-deped-memorandum-no-018-s-2026/) from the Undersecretary and Chief of Staff narrowed it:

- "The WFH arrangement applies only to nonteaching and related-teaching personnel in DepEd offices." (para. 2)
- "The Memorandum Circular No. 114, s. 2026 does not cover school-based personnel." (para. 3)
- The work-from-home provision of [DO 004, s. 2025](https://www.deped.gov.ph/2025/03/05/march-5-2025-do-004-s-2025-guidelines-on-the-adoption-of-the-flexible-work-arrangement-in-the-department-of-education/) "for school-based nonteaching and related-teaching personnel is temporarily suspended until further notice to ensure the orderly conduct of EOSY activities." (para. 3)
- "All other provisions of DM 018, s. 2026 shall remain in effect." (para. 4)

The clarification does not name COS staff, but paragraph 3 says MC No. 114 "does not cover school-based personnel" without limiting that to employees, so a school's COS staff were left out of the Friday arrangement too.

On April 9, 2026, a memorandum titled "Implementation of Work-from-Home (WFH) Arrangement Every Friday for School-Based Personnel during End-of-School-Year Break" changed this for the school break. It is not posted on deped.gov.ph. Reissuing it, SDO Catanduanes wrote that "all school based non-teaching and related-teaching personnel shall adopt a four-day onsite work schedule (Monday to Thursday) and WFH on Fridays for the period from April 10, 2026 to June 5, 2026" ([SDO Catanduanes DM No. 461, s. 2026](https://catanduanes.deped.gov.ph/files/DM-No-461,-S.-2026--IMPLEMENTATION-OF-WORK-FROM-HOME-ARRANGEMENT-EVERY-FRIDAY-FOR-SCHOOL-BASED-PERSONNEL-DURING-END-OF-SCHOOL-YEAR-BREAK.pdf), April 10, 2026, para. 1). The Philippine Star quoted the memo as applying "to school-based non-teaching and related teaching personnel for the period from April 10 to June 5, 2026" and attributed it to Usec. Fatima Lipp D. Panontongan ([Philstar, April 11, 2026](https://www.philstar.com/headlines/2026/04/11/2520162/deped-allows-school-staff-wfh-fridays-during-break)).

That window closed before classes opened on June 8, 2026. As of October 31, 2026, no national memo has extended it, and at least one division formally ended school-based work from home: SDO Bohol moved "to formalize the termination of all alternative Work-From-Home (WFH) arrangements for all school-based personnel" after classes resumed ([SDO Bohol Office Memorandum SGOD/CID-2026-26](https://www.depedbohol.org/wp-content/uploads/2026/06/OM-2026-26.pdf), June 22, 2026). So, as of October 31, 2026, a school's COS staff member works on site Monday to Friday.

## How to use the Toolkit's tasking matrix

The Toolkit's step on managing administrative tasks starts from two warnings: "Teachers should not be required to take on administrative tasks", and "Removing these tasks doesn't mean simply handing everything over to non-teaching personnel" (p. 79). "School heads must make sure non-teaching personnel are working within their job descriptions" (p. 79). Its Tasking Matrix lists each administrative task, breaks it into activities, notes the schedule or frequency, names the lead and support, and records the support needed (pp. 79, 81). The template is at tinyurl.com/Administrative-Task-Tools (p. 80), in the Drive as "[01] Tasking Matrix for Administrative Tasks.xlsx". The worked example starts from teachers who are still property custodians (p. 80):

| Admin task | Activities | Schedule | Lead |
|---|---|---|---|
| Property/Physical Facilities Custodianship | Inventory of school supplies and equipment | Monthly | AO II |
| | Safekeeping and monitoring of supplies and equipment | Quarterly | AO II |
| | Coordination for repairs and disposal | As the need arises | AO II |
| | Updating property records and reports | Monthly | AO II |

*Source: Teacher Workload Policy Toolkit, June 2025, p. 81 (sample matrix; its "Support" and "Support Needed" columns are blank).*

**Who may lead.** The Toolkit says the person responsible "could be the school head, non-teaching personnel, or even members of your school community like parents, guardians, or your SGC" (p. 79). DO 2 says "School Heads and non-teaching personnel shall have the sole responsibility" (Sec. V.A.1), and the Order governs. Keep the lead with the school head or a staff member, and put parents, the SGC and other "external partners (e.g., PTA, barangay, alumni)" in the support column, as the Toolkit does on p. 80.

## Can teachers still serve on the SPT, SGC and PTA?

Yes. Membership is not an administrative task, but its paperwork should not fall to teachers by default.

- **Forms.** Teachers on "the School Planning Team (SPT), School Governance Council (SGC), and/or Parent-Teacher Association (PTA), among others ... may be required to accomplish forms and reports related to their duties as members of these groups. However, as may be practicable, other members aside from teachers shall assume primary responsibility for these forms and reports." School heads "must ensure that under no circumstances shall teachers' workload be adversely affected" ([DO 006, s. 2025](https://www.deped.gov.ph/2025/03/20/march-20-2025-do-006-s-2025-guidelines-on-the-streamlining-of-school-forms-and-reports-accomplished-by-teachers/), para. 5). "As may be practicable" makes this a strong default, not an absolute bar.
- **SGC officers.** The co-chair and elected secretary roles are "not classified as a teaching-related assignment nor as an administrative task. Nonetheless, teachers may still serve in this capacity since SGC membership is participatory and representative in nature" (2026 Q&A, No. 37).
- **Other committees.** Teachers "may still become members of school committees, teams, and groups. As a general rule, teachers shall not assume any administrative task that maybe related to such membership" (DepEd General FAQs on DO 5, s. 2024, p. 35). Purok, fiesta and association roles "are generally not considered part of the teachers' workload" (2026 Q&A, No. 36).

For the PTA, [DO 013, s. 2022](https://www.deped.gov.ph/2022/03/18/march-18-2022-do-013-s-2022-omnibus-guidelines-on-the-regulation-of-operations-of-the-parent-teacher-associations/) counts all teachers, and "all non-teaching personnel", as teacher-members (Sec. 5.11). "A teacher-member elected as a member of the BOD shall not be elected as an officer, except as a Secretary of the SPTA. The school head shall only serve as adviser to the SPTA." (Sec. 8.3). Homeroom advisers "conduct regular HPTA meetings" and see that the homeroom PTA meets its reporting requirements (Sec. 9.2.3). The homeroom PTA's President and Secretary "shall submit the HPTA accomplishment report to their respective homeroom advisers for review and approval" (Sec. 20.2.10.1). For the planning team, the AO II's job description includes "Assist the school planning team in the preparation of SIP/AIP", and the PDO I's "Provide support to the School Planning Team (SPT)". See the guides to [the School Governance Council and PTA](https://nash.com.ph/blog/school-governance-council-pta-partnerships) and [the School Improvement Plan](https://nash.com.ph/blog/deped-school-improvement-plan).

## What this means for school heads

- **Map the work in a tasking matrix.** List every administrative task, including the jobs in the table above, and give each a lead from among yourself, the AO II, the PDO I, clustered staff or the COS staff member (Toolkit, pp. 79–81). Update it each school year.
- **Take back any task a teacher still holds.** Property, feeding, DRRM and records roles should have left teachers within DO 2's 60-day transition in 2024 (DO 2, Secs. V.A.1, IX). DepEd's answers add library, canteen and BAC roles (2026 Q&A, Nos. 30, 31, 33; DM 53 Q&A, No. 34), and DM 003, s. 2025 bars teachers from the records committee.
- **Keep staff within their job descriptions** (DM 053, s. 2024, para. 8): personnel, property, general support and finance for the AO II; programs and partnerships for the PDO I; clerical and program support under your direct supervision for the COS staff member (FY 2026 memo, Sec. II.A).
- **Keep the COS file complete.** Keep the service agreement, terms of reference, Authority to Hire or Renew, performance rating, accomplishment reports and DTRs. Without a rating the staff member "cannot renew", and pay rests on the report and DTR (FY 2026 memo, Secs. IV.A, VII.C).
- **Record loads and designations in eSF7.** DO 2 tells school heads to "ensure strict compliance with the prescribed workload of teachers using eSF7" (Sec. V.C.4). Keep the designation order for every teaching-related assignment, which teachers may hold, apart from administrative tasks, which they may not.
- **Ask for what you lack, in writing.** Divisions are to "Ensure presence of non-teaching personnel in schools" (Toolkit, p. 100), and DO 2 asks the SDS to seek "locally-hired personnel" from the LGU for schools without non-teaching items (Sec. V.C.3). The [MOOE guide](https://nash.com.ph/blog/deped-school-mooe) covers what operating funds may pay for.
- **Plan PTA and SGC reporting with the officers,** so that parent officers submit and teachers review (DO 006, s. 2025, para. 5; DO 013, s. 2022, Sec. 20.2.10.1).

| A school head may | A school head may not |
|---|---|
| Ask teachers to do their ancillary tasks, including the school forms listed in DO 006, s. 2025 | Assign a teacher an administrative task, even one with fewer than six hours of teaching load |
| Designate a teacher to a teaching-related assignment under DO 005, with the teacher's concurrence and the SDS's approval | Name a teacher to the school's records committee or Bids and Awards Committee, or as feeding, DRRM or library coordinator (BAC and library: DepEd's 2026 answers, Nos. 31, 33) |
| Let teachers serve on the SPT, SGC and PTA, with homeroom advisers reviewing homeroom PTA reports | Make teachers the default authors of SPT, SGC or PTA forms where other members can do them |
| Give the COS staff member clerical and program-support work under supervision | Give school-based COS staff Friday work from home outside a period DepEd opens by memorandum (the last ran April 10 to June 5, 2026) |

**A teacher with less than six hours is not spare administrative help.** DO 005 says teachers with less than six hours of teaching load "shall be prioritized in the designation to teaching-related assignments" (Sec. V.A.4, item 2). DepEd's 2026 SDO deck says they "MAY be prioritized" (DepEd SDO meeting deck on implementation status, 2026, p. 14); the Order governs. Neither opens administrative work to them. See [Teaching-Related Assignments: The 11 Roles DepEd Allows](https://nash.com.ph/blog/teaching-related-assignments-deped), and for the PPSSH side, the [Domain 2](https://nash.com.ph/blog/ppssh-domain-2-managing-school-operations) and [Domain 5](https://nash.com.ph/blog/ppssh-domain-5-building-connections) guides.

DO 002, s. 2024 sends "Concerns, complaints, and/or violations arising from the implementation of this policy" to the grievance machinery of DO 35, s. 2004 or the civil service rules on administrative cases; see [DepEd Grievance Machinery: Steps and Time Limits](https://nash.com.ph/blog/deped-grievance-machinery-do-35).

## How the NASH may test this

Under [DepEd Memorandum No. 069, s. 2025](https://www.deped.gov.ph/2025/08/11/august-11-2025-dm-069-s-2025-administration-of-the-national-assessment-for-school-heads-for-fiscal-year-2025/), the NASH covers "conceptual and situational critical thinking questions" aligned with the PPSSH, "using the SOLO (Structure of the Observed Learning Outcome) taxonomy as an underpinning framework" (para. 3). The two items below are original practice items, scored 3 (Relational), 2 (Multistructural), 1 (Unistructural) or 0 (Prestructural).

### Question 1

*Indicator 2.4.1, Management of staff. Career Stage 1, Situational, Moderate.*

You are the newly designated teacher-in-charge of a six-teacher elementary school with no Administrative Officer II. The school is on the division's FY 2026 list for one contract-of-service administrative support staff member. Teacher C has four hours of teaching load a day, and the previous teacher-in-charge made her the school's property custodian and feeding program coordinator. What is the most appropriate action?

- **A.** Keep Teacher C in both roles, since a teacher with less than six hours of teaching load has time for them, and record both roles in eSF7.
- **B.** Take over property custody and the feeding program yourself with the contract-of-service staff member assisting, record the work in a tasking matrix, and consider Teacher C first for a needed teaching-related assignment, with her concurrence.
- **C.** Move both roles in full to the contract-of-service staff member, and consider Teacher C first for a needed teaching-related assignment, with her concurrence.
- **D.** Take over property custody and the feeding program yourself for now, and write to the division to request an Administrative Officer II item.

**Answer and explanation**

**Best answer: B.** Points: A = 0, B = 3, C = 2, D = 1.

- **A (0 points, Prestructural).** Property custody and feeding are administrative tasks under DO 2, and a lighter teaching load does not make a teacher available for them.
- **B (3 points, Relational).** This keeps accountability with the teacher-in-charge as school head, uses the COS staff member within the terms of reference, documents the work, and applies DO 005's priority for teachers under six hours.
- **C (2 points, Multistructural).** It frees the teacher and applies the priority rule, but hands whole roles to a staff member whose terms of reference are clerical support and assistance under the school head.
- **D (1 point, Unistructural).** It removes the tasks from the teacher, but leaves the available COS support unused and the teacher's remaining hours unplanned.

**Why.** This aligns with Career Stage 1 expectations because indicator 2.4.1 asks the aspiring school head to know the issuances on managing school staff. DO 002, s. 2024 counts a teacher-in-charge as a school head and gives school heads and non-teaching personnel "the sole responsibility" for administrative tasks, feeding included. The FY 2026 COS memo puts the staff member "under the direct supervision of the School Head", and DO 005, s. 2024 gives teachers under six hours priority for teaching-related assignments. Moving both roles wholesale ignores the Toolkit's warning against "simply handing everything over to non-teaching personnel".

*Indicator 2.4.1: Demonstrate knowledge and understanding of laws, policies, guidelines and issuances on managing school staff.*

### Question 2

*Indicator 5.2.2, Management of school organizations. Career Stage 2, Situational, Moderate.*

The school has an Administrative Officer II and a Project Development Officer I. At the end of the school year, the School PTA's board asks the homeroom advisers to write each homeroom PTA's accomplishment report. It also asks Teacher D, a Grade 4 adviser elected to the board, to serve as its treasurer. The advisers say the reports are taking their afternoons. As school head and adviser to the School PTA, what is the most appropriate response?

- **A.** Approve both requests, since all teachers are PTA members and the board may assign its members the duties it needs.
- **B.** Explain that homeroom PTA officers submit their reports to the advisers for review and approval, that a teacher on the board may be an officer only as Secretary, and plan the year-end reporting with the board.
- **C.** Decline the treasurer request, and have the Administrative Officer II and Project Development Officer I write the homeroom PTA reports in place of the advisers.
- **D.** Decline the treasurer request under the PTA guidelines, and ask the board's Secretary, a parent, to write every homeroom report.

**Answer and explanation**

**Best answer: B.** Points: A = 0, B = 3, C = 2, D = 1.

- **A (0 points, Prestructural).** A teacher on the board may not be its treasurer, and the reports are the homeroom officers' to submit.
- **B (3 points, Relational).** This applies the PTA guidelines on officers and reports, protects teachers' time as DO 006 requires, and settles next year's reporting with the officers who own it.
- **C (2 points, Multistructural).** It applies the officer rule and protects teachers' time, but moves the PTA's own reports to school staff instead of the parent officers who must submit them.
- **D (1 point, Unistructural).** It applies the officer rule and relieves the advisers, but misreads the guidelines: each homeroom PTA's President and Secretary submit their own report to the adviser, and the board's Secretary only consolidates them.

**Why.** This aligns with Career Stage 2 expectations because indicator 5.2.2 asks the school head to manage parent-teacher associations by applying the relevant guidelines. DO 013, s. 2022 lets a teacher on the board serve only as SPTA Secretary and has homeroom PTA officers submit their reports to advisers "for review and approval". DO 006, s. 2025 says other members "shall assume primary responsibility" for such forms where practicable. Handing the reports to the AO II and PDO I protects teachers but bypasses the officers the guidelines name.

*Indicator 5.2.2: Manage school organizations, such as learner organizations, faculty clubs and parent-teacher associations, by applying relevant policies and guidelines to support the attainment of institutional goals.*

## Frequently asked questions

### Can a school head still make a teacher the property custodian or feeding coordinator?

No. Property custodianship and feeding are among the administrative tasks DO 002, s. 2024 gives solely to school heads and non-teaching personnel (Sec. V.A.1). DepEd's 2026 answers say the same of feeding, DRRM and library coordinatorship, BAC membership and canteen management (2026 Q&A, Nos. 30–34). In a school without staff, the school head does the work with clustered or contract-of-service support.

### How much are DepEd contract-of-service administrative support staff paid in 2026?

₱20,000 a month, plus a 10% premium of ₱2,000 a month paid in tranches, for an initial six months (DM-OUHROD-2026-0095, Secs. VI–VII). In FY 2025 the pay was the regional minimum wage times 22 days, with a 12.5% premium (DM-OUHROD-2025-0083, Sec. VI). Applicants need at least a junior high school diploma; no experience, training or eligibility is required.

### Do school-based COS admin staff work from home on Fridays?

Not now. DM 018, s. 2026's Friday work from home covers "personnel in DepEd offices", and MC No. 114 "does not cover school-based personnel" (March 11, 2026 memorandum, paras. 2–3). An April 9, 2026 memorandum, reissued by SDO Catanduanes in DM No. 461, s. 2026, allowed Friday work from home for school-based non-teaching and related-teaching staff only from April 10 to June 5, 2026. As of October 31, 2026, no later national memo has extended it.

### Can a teacher be an SGC or PTA officer?

Yes, within limits. A teacher may serve as SGC co-chair or elected secretary, a role DepEd classes as neither a teaching-related assignment nor an administrative task (2026 Q&A, No. 37). On the PTA board, a teacher may be an officer only as SPTA Secretary (DO 013, s. 2022, Sec. 8.3), and other members should carry the forms where practicable (DO 006, s. 2025, para. 5).
