# ECP Qualification Standards Under DO 019, s. 2025

DO 019, s. 2025 QS: a bachelor's for Teacher I–VII; a master's, 5+ years and 32–40 training hours for MT I–V and SP I–IV. SHS differs; no MT VI or SP V QS yet.

This is the Markdown copy of [ECP Qualification Standards Under DO 019, s. 2025](https://nash.com.ph/blog/ecp-qualification-standards-do-019-2025), an article on the NASH Reviewer Blog by Mark Anthony Llego, published Oct 31, 2026, updated Nov 4, 2026. Topics: School leadership, Aspiring school heads. NASH Reviewer is an independent practice platform not affiliated with DepEd, BHROD, or NEAP.

The qualification standards (QS) for Teacher I to VII, Master Teacher I to V and School Principal I to IV, the positions of DepEd's Expanded Career Progression (ECP) System, are those the Civil Service Commission (CSC) approved in Resolution No. 2500471, promulgated May 28, 2025, and DepEd adopted through [DepEd Order No. 019, s. 2025](https://www.deped.gov.ph/2025/06/24/june-24-2025-do-019-s-2025-amended-qualification-standards-for-teacher-i-iii-master-teacher-i-iv-and-school-principal-i-iv-positions-and-the-qualification-standards-for-newly-created-t/) (stamped June 24, 2025). In the elementary and secondary tables, Teacher I to VII need only a bachelor's degree in Education (or a relevant bachelor's with 18 professional units in Education), up to 4 years of teaching and up to 32 hours of training acquired within the last 5 years. Master Teachers need a master's degree, 5 years of teaching and, from Master Teacher II, 1 to 4 more years of instructional supervision and technical assistance. School Principals need a master's degree, 5 years of teaching plus 1 to 4 years of school management or related experience, and 32 or 40 hours of training. Every permanent position requires RA 1080 (Teacher) eligibility.

Senior High School (SHS) has its own tables for four tracks. DO 019 does not cover Special Science Teacher (SST) or Special Needs Education Teacher (SNET) positions, has no Alternative Learning System (ALS) table, and sets nothing for Master Teacher VI and School Principal V, the positions RA 12288 adds; as of October 31, 2026, no QS exist for those two. Do not confuse this order with two others numbered 019: [DO 019, s. 2022](https://www.deped.gov.ph/wp-content/uploads/2022/04/DO_s2022_019.pdf), DepEd's Merit Selection Plan (DO 019, s. 2025 says the Merit Selection Plan governs appointments to the covered positions, para. 3), and [DO 019, s. 2026](https://www.deped.gov.ph/wp-content/uploads/DO_s2026_019r.pdf) (stamped July 22, 2026), which adopts CSC Resolution No. 2600920 on the QS for the Schools Division Counselor, School Counselor and School Counselor Associate positions created under RA 12080.

The tables below are as printed. Page numbers are PDF pages of the deped.gov.ph file; the Resolution's own "page X of 47" is the PDF page minus 3. Meeting the QS is only the first gate: performance requirements are in [How to Be Reclassified to Teacher IV to VII in DepEd](https://nash.com.ph/blog/teacher-iv-to-vii-reclassification) and [How to Become a Master Teacher Under DepEd's ECP](https://nash.com.ph/blog/master-teacher-reclassification-ecp), and points for qualifications above the QS in [ECP Point System: How the HRMPSB Scores Applicants](https://nash.com.ph/blog/ecp-point-system-hrmpsb-scoring).

## Key findings

- **A bachelor's degree is enough up to Teacher VII.** Elementary and secondary Teacher I–VII need a "Bachelor's degree in Education; or Bachelor's degree in relevant subject or learning area with at least 18 professional units in Education"; a master's is first required at Master Teacher I, Salary Grade (SG) 18 (DO 019, s. 2025, pp. 13–16; DepEd ECP FAQs, updated November 6, 2025, Q2).
- **Experience runs from none to 5 + 4 years.** Teacher II–VII need 1, 2, 3, 3, 4 and 4 years of teaching; Master Teacher I, 5 years; Master Teacher II–V and School Principal I–IV, 5 years of teaching plus 1 to 4 years of supervisory or school management experience (pp. 12–18).
- **Training runs from 8 to 40 hours, "acquired within the last 5 years".** Teacher II needs 8 hours, Teacher VII 32, Master Teacher I–III 24 plus 8 in Instructional Supervision, Master Teacher IV–V 24 plus 16, School Principal I–II 32 and School Principal III–IV 40. From Teacher IV a National Educators Academy of the Philippines (NEAP) program for the career stage is a printed alternative; School Principals have none (pp. 12–18).
- **School Principal education is graded.** A master's in Education, Educational Management or Educational Leadership qualifies at every level; a master's in a learning area needs at least 9, 12, 15 or 18 units in Management for School Principal I, II, III or IV (pp. 12–13).
- **SHS has four tracks of 12 rows each.** Academic Track units toward a master's rise from 6 (Teacher II) to 36 (Teacher VII) on the "any bachelor's degree" route. TVL replaces training hours with NC II, plus TMC I from Teacher II, and asks for 3 years and 6 months (Teacher V) and 4 years and 6 months (Teacher VII). Provisional and contractual appointees need no eligibility, but provisional ones "must pass the LET within 5 years after the date of first hiring" (pp. 18–50), and the CSC's 2025 rules cap renewals of SHS provisional appointments at "four (4) consecutive years" (CSC Resolution No. 2500358, Sec. 10(b)).
- **DO 019 excludes SNET and SST, has no ALS table, and sets nothing for Master Teacher VI and School Principal V.** DO 019 keeps the "existing QS" for SST and SNET (para. 3), yet DM-OUHRODI-2026-0802 (March 13, 2026) tells Schools Division Offices (SDOs) to use DO 019's regular QS for them (Sec. V.1–2). For Master Teacher VI and School Principal V, DepEd's August 24, 2026 deck gives only a target, "Q1 of 2027" (slide 34).
- **The QS are a gate.** An applicant who fails any element "shall not advance to the verification of Performance Requirements" ([DO 024, s. 2025](https://www.deped.gov.ph/2025/08/28/august-28-2025-do-024-s-2025-guidelines-on-the-implementation-of-the-expanded-career-progression-system-for-teachers-and-school-heads-in-the-department-of-education/), Encl. 2, Sec. 13); units, experience and recent training beyond the minimum earn points ([DO 034, s. 2025](https://www.deped.gov.ph/wp-content/uploads/DO_s2025_034r.pdf), paras. 12–13, 15).

## Where DepEd's qualification standards come from

Under the Administrative Code, "The establishment, administration and maintenance of qualification standards shall be the responsibility of the department or agency, with the assistance and approval of the Civil Service Commission" (EO 292, Book V, Title I-A, Chapter 5, Sec. 22(2), as quoted in the Resolution, p. 11). Once approved, the QS "shall be the bases of the CSC in attesting appointments and in evaluating other human resource actions for the subject position in the DepEd" (p. 50).

The Resolution's tables have four columns: Education, Experience, Training and Eligibility. Competency "Shall only be effective upon integration of the Competency component in the QS of positions, as may be proposed by DepEd and approved by the CSC through a Resolution" ([DBM-DepEd JC No. 01, s. 2025](https://www.deped.gov.ph/wp-content/uploads/DepEd-DBM-JC-No.-01-s.-2025.pdf), Sec. 7.4.1.5, fn. 12; also DO 024, Encl. 2, Sec. 12, fn. 19). Resolution No. 2500471 has no Competency column.

| Date | Step, as the Resolution records it | Page |
|---|---|---|
| April 11, 2023 | DepEd asks the CSC to approve QS for "seventy-six (76) DepEd-unique positions", including Teacher IV–VII and Master Teacher V | 4, 6 |
| April 24, 2024 | The CSC's Human Resource Policies and Standards Office sends observations, including graded Management units for School Principals | 7–8 |
| December 17, 2024 | CSC, DepEd and the Professional Regulation Commission (PRC) meet on SHS education units, provisional teachers and the NEAP alternative | 10 |
| February 7, 2025 | DBM informs DepEd "of the creation of Teacher IV to VII and Master Teacher V positions on 25 February 2025" | 11 |
| May 28, 2025 | Resolution No. 2500471 promulgated | 3–4 |
| June 24, 2025 | DO 019, s. 2025 adopts it | 1 |

The CSC's 2024 letter lists the QS being replaced: the 1995 DepEd QS Manual (elementary and junior high school), CSC Resolution No. 1600538 of April 5, 2016 (SHS Academic, Arts and Design, Sports), CSC Resolution No. 1701192 of August 7, 2017 (SHS TVL) and CSC Resolution No. 070520 of March 19, 2007 (School Principal I–IV). These "shall either be superseded or amended accordingly" (p. 8). DepEd's stated reason was that the old QS "are position-based, in which the experience qualifications for higher positions are based on specific positions internal to DepEd" (p. 5). The new tables describe experience by kind, such as "experience in school management and operations", where the old principal QS named positions such as "Head Teacher for 1 year" (DO 024, Encl. 3, Sec. 33.b).

| DO 019 para. | Rule | Page |
|---|---|---|
| 2 | DepEd "formally adopts CSC Resolution No. 2500471 dated May 28, 2025" | 1 |
| 3 | Covers school principal and teaching positions, elementary and secondary (junior and senior high school), "except Special Science Teacher (SST) and Special Needs Education Teacher (SNET) positions" | 1 |
| 4 | "all appointments, including promotion and reclassification of positions, shall strictly adhere to the amended and newly created QS"; "Vacant positions that were published or posted before the effectivity of this Order shall be processed under the QS in force at the time of their publication or posting" | 1 |
| 7 | "This Order shall take effect immediately from its approval and publication on the DepEd website" | 2 |

The CSC's rules add the timing: appointees must meet the QS "at the time of the issuance of the appointment", and "In no case shall substitution for deficiency in education, experience, training, or eligibility requirement be allowed except for circumstances provided in Sections 51 to 56 herein" (2025 Omnibus Rules on Appointments and Other Human Resource Actions, CSC Resolution No. 2500358, Sec. 36). Under that rule, a NASH pass, extra hours or long service does not make up for a missing unit.

## Teacher I to VII and Master Teacher I to V: elementary and secondary QS

Every position has an (Elementary) and a (Secondary) variant, which differ only in eligibility: "RA 1080, as amended (Teacher-Elementary/ Secondary)" for elementary items and "RA 1080, as amended (Teacher-Secondary)" for secondary items (pp. 13–18). DO 024 defines that eligibility as "the Professional Regulation Commission's Licensure Examination for Professional Teachers (LEPT)" (Encl. 1, Sec. 14.j).

In the table, "Bachelor's (Educ.)" is "Bachelor's degree in Education; or Bachelor's degree in relevant subject or learning area with at least 18 professional units in Education". "Master's" is "Master's degree in Education, or Educational Leadership, or Educational Management, or relevant subject or learning area". "CPS" is training "in any of or a cumulative of the following: Curriculum, Pedagogy, Subject Specialization", and "IS/TA" is "relevant experience in instructional supervision and technical assistance to teachers". All training must be "acquired within the last 5 years".

What the table shows:

1. **No master's degree before Master Teacher I.** Under the old Equivalent Record Form, DepEd's FAQ notes, "Teacher III requires master's degree for reclassification of positions"; under the ECP, "Teachers I–VII: requires bachelor's degree only" (DepEd ECP FAQs, updated November 6, 2025, Q2). From Master Teacher I, "those who are not master's degree holders are not qualified" (Q66).
2. **The Master Teacher's added years are supervisory.** DO 019 does not say whether they may fall within the 5 years of teaching. DepEd's FAQ treats them as adding up: Master Teacher positions "require a maximum of 9 years teaching experience only" (Q2). Its "maximum of 4 years" for Teacher I–VII has one exception: TVL Teacher VII needs "4 years and 6 months" (pp. 46–47).
3. **Master Teachers need no Management units**, but for the Master Teacher-to-Teacher ratio DO 034 requires "the appropriate academic specialization" and, for teachers handling a subject outside their field, "at least five years of cumulative teaching experience in the specific subject, learning area, or specialization, as evidenced by duly approved Class Programs" (para. 10, under its heading on Master Teacher staffing).

## Senior High School: what changes across the four tracks

The four SHS tracks are Academic Track and Core Subjects (pp. 18–25), Arts and Design (pp. 25–36), Sports (pp. 36–43) and Technical Vocational (TVL) (pp. 43–50), each with 12 rows from Teacher I to Master Teacher V at the usual salary grades. Every SHS row splits Education and Eligibility in two:

- **Permanent:** the education includes 18 professional units in Education, and the eligibility is "RA 1080 , as amended (Teacher-Secondary) for permanent appointments".
- **Provisional and contractual:** the same education without the 18 units, and "None required for provisional¹ and contractual appointments", footnoted "¹must pass the LET within 5 years after the date of first hiring".

The 18 units were added on the PRC's advice for "Senior High School teachers who are not Education majors", and the Resolution notes that "The hiring of provisional teachers, on the other hand, is authorized under RA No. 4670" (p. 10). The law sets the same five years for one group. RA 10533 requires DepEd to hire, "as may be relevant to the particular subject", graduates of degree courses "with shortages in qualified Licensure Examination for Teachers (LET) applicants to teach in their specialized subjects", "Provided, That they pass the LET within five (5) years after their date of hiring" ([RA 10533](https://lawphil.net/statutes/repacts/ra2013/ra_10533_2013.html), Sec. 8(a)). The CSC's 2025 rules separately limit renewals: SHS teachers' provisional appointments "may be renewed each school year but not exceeding four (4) consecutive years" (CSC Resolution No. 2500358, Sec. 10(b), whose footnote cites RA 10533). On the deadline to pass the LET, the law and the QS govern: five years from hiring. The CSC rule does not shorten that deadline; it caps how often the appointment is renewed. Neither text says whether the four years of renewals follow the first year's appointment, which would give five school years in all, or include it. Until DepEd or the CSC says which, the safe course (a precaution, not a DepEd or CSC rule) is to plan to pass the LET within four years of first hiring and to get the reading of the SDO's Human Resource Management Officer (HRMO) in writing.

| Track (PDF pp.) | Teacher I–VII education (permanent) | Master Teacher I–V education (permanent) | Experience | Training |
|---|---|---|---|---|
| Academic Track and Core Subjects (18–25) | Bachelor's with a major in the strand/subject plus 18 professional units in Education; or any bachelor's with 15 units of specialization (Teacher I), or with 6, 12, 18, 24, 30 or 36 units toward a master's in the strand/subject (Teacher II–VII), plus 18 professional units | "Master's degree in relevant strand/subject plus 18 professional units in Education" | Teacher II–VII: 1, 2, 3, 3, 4, 4 years "in teaching or industry work in relevant strand/subject"; MT I: 5 years, teaching or industry; MT II–V: "5 years experience in teaching in relevant strand/subject" plus 1–4 years IS/TA | Teacher II–VII: 8, 16, 16, 24, 24, 32 hours CPS (Teacher VI–VII also list Instructional Supervision); MT: 24 hours plus 8 (I–III) or 16 (IV–V) in Instructional Supervision |
| Arts and Design (25–36) | Bachelor's in "Music, or Arts, or Fine Arts, or Interior Design, or Architecture, or Theatre, or Performing Arts, or Media Arts, or Literature, or Fashion Design, or Photography, or other allied courses", or any bachelor's plus a "Diploma/Certificate of Completion in any of the relevant fields", plus 18 professional units | Master's in the same fields plus 18 professional units | Same years, as "relevant experience in teaching or industry work" in those fields at every level; MT II–V add 1–4 years IS/TA | Same hours of "relevant training" in those fields (no Instructional Supervision at Teacher VI–VII); MT: 24 plus 8 or 16 Instructional Supervision |
| Sports (36–43) | Bachelor's with a major in field(s) under the Sports Track, or any bachelor's with at least 15 units of specialization in them at every level, plus 18 professional units | "Master's degree in relevant field(s) under Sports Track plus 18 professional units in Education" | Teacher II–VII and MT I: teaching or industry work, same years; MT II–V: "5 years experience in teaching in the relevant field(s) under Sports Track" plus 1–4 years IS/TA | Same hours "in Curriculum and Instruction of relevant field(s) under Sports Track"; MT: 24 plus 8 or 16 Instructional Supervision |
| TVL (43–50) | Bachelor's relevant to the area of specialization, or any bachelor's and completion of technical-vocational course(s) in it, plus 18 professional units | Master's in relevant field(s) under the strand/area of specialization plus 18 professional units | "Teaching or industry experience": Teacher II 1 year, III 2, IV 3, **V 3 years and 6 months**, VI 4, **VII 4 years and 6 months**; MT I 5; MT II–V 5 plus 1–4 years IS/TA | **No hours.** Teacher I: National Certificate (NC) II. Teacher II to MT V: NC II and Trainer's Methodology Certificate (TMC) I in the area of specialization |

In every track the NEAP alternative appears at the same levels: Career Stage II from Teacher IV, III for Master Teacher I–II and IV for Master Teacher III–V (pp. 20–50).

![Bar chart of the SHS Academic Track's "any bachelor's degree" route: units toward a master's degree in the strand or subject rise from 6 for Teacher II to 12, 18, 24, 30 and 36 for Teacher VII. *Figure 2. SHS Academic Track and Core Subjects: units toward a master's degree required of Teacher II–VII applicants without a major in the strand or subject. Three differences matter most:

- **Only the Academic Track's education rises with the position**, and only for teachers without a major in the strand or subject: 6 more units toward a master's per step.
- **Industry work stops counting at Master Teacher II in the Academic and Sports tracks**, where the 5 years must then be teaching. Arts and Design and TVL keep "teaching or industry" at every level.
- **TVL uses certificates, not hours.** DO 024 adds, for TVL applicants' documents, that the National Certificate be "at least one level higher than course to be taught in subject to be taught (e.g. NC-III in SMAW to teach SMAW-NC-II) or same level if there is no NC level higher" (Encl. 2, Sec. 6.i, fn. 17).

## School Principal I to IV qualification standards

There is one table, "School Administration Group: SCHOOL PRINCIPAL POSITIONS", with no elementary or secondary split (p. 12). Training areas are "Curriculum, Pedagogy, School Management and Operations, Instructional Leadership", in any one or added together, within the last 5 years; the eligibility at every level is "RA 1080, as amended (Teacher)".

| Position (SG) | Education | Experience | Training | Page |
|---|---|---|---|---|
| School Principal I (19) | Master's in Education, or Educational Management, or Educational Leadership; or master's in relevant learning area with at least **9 units in Management** | 5 years teaching **and** 1 year relevant experience in any of: learning area coordination, subject area supervision, school management and operations, instructional supervision | 32 hours | 12 |
| School Principal II (20) | Same, or learning-area master's with at least **12 units** | 5 years teaching **and** 2 years in school management and operations | 32 hours | 12 |
| School Principal III (21) | Same, or with at least **15 units** | 5 years teaching **and** 3 years in school management and operations | 40 hours | 12 |
| School Principal IV (22) | Same, or with at least **18 units** | 5 years teaching **and** 4 years in school management and operations | 40 hours | 13 |

Only a master's in a learning area needs Management units. The gradation was in DepEd's 2018 proposal but not its 2023 one; the CSC suggested that "the observed gradation in the education requirements in the previous proposal be adopted" (pp. 7–8), and DepEd agreed on September 30, 2024 (p. 9). Drafts quoted in the background speak of "3 years of teaching experience on full-time basis" for School Principal III and IV (p. 8); the approved table requires 5 years of teaching at every level (pp. 12–13).

**One eligibility for all principals.** DepEd kept a generic "RA 1080 (Teacher)" because "there is no distinction between the duties and responsibilities of School Principals in the Elementary and Secondary levels" (p. 9). DO 024 adds that School Principals "may now be assigned to any Elementary or Secondary school within the SDO, subject to applicable guidelines on reassignment and designation" (Encl. 1, Sec. 35.a).

**The school head assessment is separate.** The Joint Circular lists it as its own pre-requisite: "the passing of the school heads assessment or its equivalent shall be required" (Sec. 7.4.3), and Form 1-B gives it its own column, "School Head Assessment" (PDF p. 48). Incumbent School Principals applying for higher School Principal positions no longer need to pass it (DO 034, para. 16). [School Principal I to IV: Promotion Under the ECP](https://nash.com.ph/blog/school-principal-reclassification-ecp) covers that exemption, and [NASH Qualification Standards for School Principal I: FAQ](https://nash.com.ph/blog/nash-qualification-standards-faq) the documents for each School Principal I requirement.

**Head Teacher experience** "shall be considered as teaching experience" toward the five years, "on top of the required year/s of experience in school management and operations or related functions", and its recognition "shall be subject to validation and approval by the CSC" (DO 034, para. 14). DepEd's FAQ mentions only "at least one (1) additional year" of such experience (DepEd ECP FAQs, updated November 6, 2025, Q41), which fits School Principal I; II to IV need 2 to 4 years.

**Incumbent principals.** For principals promoted before DO 019, past experience such as "'Head Teacher for 1 year' or 'Teacher-in-Charge for 2 years' or 'Master Teacher for 2 years' shall be deemed equivalent to 'Teacher for 5 years'" when the HRMPSB sets the baseline level for points (DO 024, Encl. 3, Sec. 33.b, PDF p. 66).

## Training recency and the NEAP alternative

Every training cell that sets hours ends "acquired within the last 5 years". Teacher I needs no training, and the TVL track's certificate cells (NC II, TMC I) carry no recency limit (pp. 43–50). DepEd sought the rule because of "the constant updating and upgrading of learning and development (L&D) needs of teachers and school heads" (p. 6), and the CSC found "The justification for the inclusion of a five (5)-year recency in the proposed training requirements is acceptable" (p. 7). DO 034 restates it for "Teacher, Master Teacher, and School Principal positions" (para. 15).

DO 019 does not say from which date the five years run. The CSC rules require the QS to be met "at the time of the issuance of the appointment" (Sec. 36). For points, DO 024's worked example for a principal applicant counts training "acquired after the last promotion and within the last 5 years reckoned from the date of HRMPSB assessment" (Encl. 3, Sec. 33, PDF p. 66). Training more than five years old meets neither the QS nor the points rule. Training from before your last promotion still counts toward the QS minimum if it falls within the five years, but it earns no points.

One DepEd document reads the window differently. The FAQs for the FY 2025 NASH Batch 2 application say that for the School Principal I training requirement "The five-year recency period is counted from the date of your last promotion, as stated in DepEd Order No. 007, s. 2023 and aligned with the qualification standards in DepEd Order No. 019, s. 2025" (Frequently Asked Questions (NASH Application), Q19). The Orders it cites do not say this of the QS. DO 019 prints only "acquired within the last 5 years". **The NEAP alternative.** From Teacher IV, each training cell ends "or Completion of NEAP-requisite professional development program for Career Stage" II (Teacher IV–VII), III (Master Teacher I–II) or IV (Master Teacher III–V) (pp. 14–18). Teacher I–III and all School Principals have no such alternative. DepEd told the CSC that "Completion of the program is an alternative to the traditional training courses taken by the teachers outside of the DepEd and is also being recognized by the PRC as a Continuing Professional Development (CPD) course" (pp. 10–11). DO 019 does not list the programs that count; ask the SDO which completed NEAP programs it accepts.

**What to submit.** For teaching positions, DO 024 asks for certificates of programs or courses accredited by the National Educators Academy of the Philippines (NEAP), "or certificates of training issued by NEAP-accredited public and private institutions", or certificates "of relevant specialized trainings or professional development programs, if any" (Encl. 2, Sec. 6.h). TVL applicants add the TESDA NC II and the TMC (Sec. 6.i).

## How DO 034 counts experience, units and training

The HRMO checks the QS first, in "Education, Experience, Training, Eligibility, and Competency (if applicable)" (DO 024, Encl. 2, Sec. 12). An applicant who fails any element gets a disqualification notice marked "'Not Applicable'" under performance (Sec. 13). What lies above the QS is scored later; [ECP Point System: How the HRMPSB Scores Applicants](https://nash.com.ph/blog/ecp-point-system-hrmpsb-scoring) has the tables.

| Question | Rule | Source |
|---|---|---|
| Do units above the minimum count? | Yes, for points. DO 034's example: "A Teacher III position requires a minimum Education requirement of a Bachelor's degree"; master's units earn points | DO 034, para. 12 |
| Must they match the bachelor's field? | No: units "relevant or related to education or to the teacher's field of specialization" count "even if these are not strictly vertically aligned" (guidance) | FAQ Q40 |
| Does a master's earn points for Master Teacher applicants? | No; only units or degrees beyond it: "applicants who have earned doctoral units or a degree relevant to education shall likewise receive corresponding points" | DO 034, para. 12; FAQ Q66 |
| What counts as experience? | Experience "in either the government or private sector, whether full-time or part-time"; relevant experience is certified "by the HRMO, immediate supervisor, or authorized officials of the previous or current employer" | DO 024, Encl. 1, Sec. 14.m |
| Does non-DepEd work count? | It "may be credited provided that such experience is functionally related to the duties of the position applied for" | DO 034, para. 13; FAQ Q65 |
| Which training earns points? | Hours "acquired after the last promotion but within the last five years that exceed the minimum training requirements" | DO 034, para. 15 |
| What QS does retitling require? | Only "the minimum QS of the equivalent position"; see [Head Teacher Retitling: Options Under ECP and RA 12288](https://nash.com.ph/blog/head-teacher-retitling-ecp-ra-12288) for the process | DO 034, para. 17 |

## SNET, SST and ALS: what DO 019 excludes or leaves open

| Document | Date | What it says |
|---|---|---|
| DO 019, s. 2025, para. 3 | June 24, 2025 | "The existing QS for SST and SNET positions shall remain in effect unless otherwise modified or amended through subsequent issuances" |
| CSC Resolution No. 2500471, p. 11 | May 28, 2025 | DepEd's proposal did "not include the QS for the Special Needs Education Teacher I-IV positions, which would be submitted by the DepEd in a separate batch" |
| DO 024, Encl. 2, Sec. 12, fn. 18 | August 28, 2025 | QS sources: DO 019; CSC Resolution No. 1800246 for "Special Science Teacher I Position, Senior High School"; "1995 QS Manual (for SNET Positions, unless otherwise amended by subsequent CSC Resolutions)" |
| DO 024, Encl. 1, Sec. 34.d.iii(a)–(b) | August 28, 2025 | SNET incumbents advance "subject to the CSC-approved QS for the position" and "shall maintain the parenthetical titles". SST incumbents seeking higher teaching positions "shall be categorized as SHS Teaching Position subject to the appropriate CSC-approved QS for Academic Track and Core Subjects and Technical Vocational Livelihood Track (TVL) Track" and lose the SST title |
| DepEd ECP FAQs, Q28 | Updated November 6, 2025 | Reclassify or retitle "using the existing QS for SNET and SST" |
| DM-OUHRODI-2026-0802, Sec. V.1–2 | March 13, 2026 | "pending the issuance of revised qualification standards (QS) for SNET, all SDOs shall apply and use the regular QS for teaching and school principal positions under DO No. 19, s. 2025"; no parenthetical titles "in the appointment paper, PSIPOP, and other CSC and DBM Documents, pending the issuance of revised QS". SST incumbents "shall be evaluated using the regular QS under DO No. 19, s. 2025"; for SSTs "under provisional status, reclassification or retitling shall not be applicable" until they are eligible and permanent |

**Which governs.** For SST reclassification, the memo agrees with an Order: DO 024 already sends SSTs seeking higher positions to the SHS Academic and TVL tables of DO 019. The FAQ's "existing QS" answer is guidance that does not match DO 024 for SSTs, and the later memo replaces it. For SNET the texts do not line up: DO 019 keeps the existing SNET QS and DO 024 keeps the titles, while the memo applies DO 019's regular QS and drops the titles from appointment papers. A memorandum cannot amend an Order, so where they conflict DO 019 and DO 024 govern. Read as a whole, the memo applies DO 019's regular QS to SNET incumbents moving to ECP positions while they keep their SNET functions (Sec. V.1(c)) and their parenthetical titles "for purposes of calling for reclassification applications and tagging in internal monitoring tools" (Sec. V.1(a)). It drops the titles only from appointment papers, the PSIPOP, and CSC and DBM documents, until revised SNET QS are issued; none had been as of October 31, 2026. For SST retitling, as distinct from reclassification, DO 024 keeps the SST title and no Order sends retitled SSTs to DO 019's tables, so the memo's instruction rests on the memo alone. SNET applicants should ask the SDO HRMO in writing which QS will be used.

**ALS.** DO 019 does not exclude ALS teachers: its coverage takes in "all school principals and teaching positions" except SST and SNET (para. 3). But the Resolution has no ALS table; its only groups are School Principal, elementary and secondary, and the four SHS tracks (pp. 12–50). The ECP covers teachers "handling Alternative Learning System, Madrasah Education, and Indigenous Peoples Education (IPEd) programs" (DO 034, para. 6), and DO 024 allows one Master Teacher item "for every five (5) ALS Teachers within the schools division" (Encl. 1, Sec. 29.f). Neither says which QS table applies to an ALS item, so ask the SDO HRMO.

## Master Teacher VI and School Principal V: no qualification standards yet

[RA 12288](https://www.officialgazette.gov.ph/downloads/2025/09sep/20250912-RA-12288-FRM.pdf), approved September 12, 2025, has the DBM "create the new teaching position titles of Teacher IV, Teacher V, Teacher VI, Teacher VII, Master Teacher V, Master Teacher VI, and School Principal V" and directs the CSC, DepEd "including the TEC", and the PRC to "harmonize the qualification standards for teaching positions in all levels of the public school system, taking into consideration the Standards-Based Assessment as mandated in this Act" (Sec. 5). Its IRR, done August 17, 2026, places both new positions at SG 23 (IRR of RA 12288, Secs. 5–6). As of October 31, 2026:

- **No CSC-approved QS exist for Master Teacher VI or School Principal V.** DO 019 stops at Master Teacher V and School Principal IV.
- **The only date is a target**: "Issuance New Qualification Standards for School Principal V and Master Teacher VI", "Target: Q1 of 2027" (DepEd orientation deck on funding strategies and interim policy directions, August 24, 2026, slide 34).
- **FY 2026 reclassification stops at the old top**: "Teacher II–VII; Master Teacher I–V; School Principal I–IV" (DM-OUHRODI-2026-0802, Sec. III.1).
- **No DepEd Order implements RA 12288.** As of October 31, 2026, the IRR had not been published in the Official Gazette or on deped.gov.ph, so its effective date is not yet known.

Even the law's open entry to "any position within the base" holds only "Provided, That the qualification standards approved by the Civil Service Commission (CSC) are met" (Sec. 5). See [What RA 12288 Changes in Teacher Career Progression](https://nash.com.ph/blog/ra-12288-career-progression-changes).

## What this means for school heads

The HRMO, not the school head, conducts the initial evaluation against the QS (DO 024, Encl. 2, Sec. 12), but most of the evidence comes from the school.

1. **Map each teacher's next gap before the call** against the next position's row. The usual gaps are recent training hours, Instructional Supervision hours for Master Teacher aspirants, and Management units for principal aspirants with a learning-area master's.
2. **Plan training in the QS areas** and make sure certificates state hours and dates. [PPSSH Domain 4: Developing Self and Others](https://nash.com.ph/blog/ppssh-domain-4-developing-self-and-others) covers planning professional development.
3. **Keep the experience records**: approved Class Programs for teachers handling subjects outside their field (DO 034, para. 10), and designation orders behind any claim of learning area coordination or subject area supervision.
4. **Warn provisional SHS teachers** about the five-year LET deadline in their eligibility row and the CSC's four-year renewal limit. As a precaution, not a rule, suggest they aim to pass within four years.
5. **Tell SNET, SST and ALS teachers** to get the SDO's answer on their QS in writing.

| A school head may | A school head may not |
|---|---|
| Certify relevant experience as the teacher's immediate supervisor (DO 024, Encl. 1, Sec. 14.m; DO 034, para. 13) | Treat training older than five years, or a NASH pass, as meeting a QS element (CSC Resolution No. 2500358, Sec. 36) |
| Advise Teacher IV–VII and Master Teacher aspirants that a completed NEAP program for the career stage is a printed alternative to the hours (pp. 14–18) | Tell a principal aspirant that a NEAP program replaces the 32 or 40 hours; none is printed (pp. 12–13) |
| Tell Teacher II–VII aspirants that the elementary and secondary tables require no master's degree (pp. 13–15) | Promise Master Teacher VI or School Principal V; no QS exist |

## How the NASH may test this

The two items below are original practice items, scored 3 (Relational), 2 (Multistructural), 1 (Unistructural) or 0 (Prestructural). An option that breaks a rule scores 0.

### Question 1

*Indicator 2.4.1, Management of staff. Career Stage 1, Conceptual, Moderate.*

Teacher R is a Master Teacher I in a secondary school. She holds a master's degree in Biology that included 6 units in Management and has 9 years of teaching, 2 of them as the designated learning area coordinator, with designation orders on file. She has 40 hours of training in curriculum and instructional leadership, all within the last three years, a professional teacher's license, and a NASH pass. Which statement best describes her standing against the School Principal I qualification standards in DO 019, s. 2025?

- **A.** She lacks 3 of the 9 Management units that a master's in a learning area needs for School Principal I. Her experience, training and eligibility meet the QS, and her NASH pass, a separate requirement, cannot make up for the missing units.
- **B.** Her experience, training and eligibility meet the QS for School Principal I, and her NASH pass meets the separate assessment requirement. The HRMO will decide at the initial evaluation whether her master's degree in Biology is acceptable.
- **C.** She lacks 3 of the 9 Management units that a master's in a learning area needs for School Principal I, so she does not meet the QS for the position and cannot yet be appointed to it.
- **D.** She meets the QS for School Principal I, because her 40 hours of training exceed the 32 required and her NASH pass shows the management competence that the 9 units are meant to build.

**Answer and explanation**

**Best answer: A.** Points: A = 3, B = 2, C = 1, D = 0.

- **A (3 points, Relational).** It checks all four QS elements, finds the one gap, and ties it to the rule that the assessment cannot substitute for a QS element.
- **B (2 points, Multistructural).** It gets experience, training, eligibility and the assessment right but misses the decisive gap.
- **C (1 point, Unistructural).** It finds the gap and its consequence but says nothing of the other elements or the assessment.
- **D (0 points, Prestructural).** It substitutes extra training and a NASH pass for missing units, which the CSC rules forbid.

**Why.** School Principal I requires a "Master's degree in relevant learning area with at least 9 units in Management" if the master's is not in Education, Educational Management or Educational Leadership, 5 years of teaching plus 1 year of relevant experience such as "learning area coordination", and 32 hours of training within 5 years (DO 019, s. 2025, PDF p. 12). Appointments "shall strictly adhere" to the QS (para. 4), and "In no case shall substitution for deficiency in education, experience, training, or eligibility requirement be allowed" outside the listed cases (CSC Resolution No. 2500358, Sec. 36). The school heads assessment is a separate pre-requisite (DBM-DepEd JC No. 01, s. 2025, Sec. 7.4.3).

*Indicator 2.4.1: Demonstrate knowledge and understanding of laws, policies, guidelines and issuances on managing school staff.*

*Sources: DepEd Order No. 019, s. 2025, para. 4 and PDF p. 12; 2025 ORAOHRA, Sec. 36; DBM-DepEd JC No. 01, s. 2025, Sec. 7.4.3.*

### Question 2

*Indicator 4.5.2, Professional development of school personnel. Career Stage 2, Situational, Moderate.*

You are the principal of an elementary school. Four Teacher IIIs, each with at least 3 years of teaching, plan to apply for Teacher IV in next year's call. Most of their training certificates are dated 2019 and 2020; only one teacher has 16 hours of training in curriculum and pedagogy dated within the last five years. What is the most appropriate action?

- **A.** Check each teacher's certificates against the Teacher IV QS of 16 recent hours in Curriculum, Pedagogy or Subject Specialization, or the NEAP program for Career Stage II. Then arrange training for the three who fall short, with certificates that state the hours, and file the records.
- **B.** Arrange training in curriculum and pedagogy for the three teachers who lack recent hours before the call, with certificates that state the hours, so that each can reach the 16 hours that the Teacher IV QS require.
- **C.** Advise the three teachers who lack recent hours to find training in curriculum or pedagogy on their own before the call, since the Teacher IV QS require 16 hours of recent training.
- **D.** Endorse all four teachers for the call, since their 2019 and 2020 certificates add up to more than 16 hours and the HRMPSB can weigh their long teaching experience against the training.

**Answer and explanation**

**Best answer: A.** Points: A = 3, B = 2, C = 1, D = 0.

- **A (3 points, Relational).** It ties each teacher's gap to the exact QS, including the NEAP alternative, closes it with documented training, and keeps the records the application needs.
- **B (2 points, Multistructural).** The documented training is right, but it skips checking each teacher against the QS and the NEAP alternative.
- **C (1 point, Unistructural).** It names the requirement but leaves each teacher to close the gap alone.
- **D (0 points, Prestructural).** Training must be "acquired within the last 5 years", an applicant who fails any QS element does not advance, and experience cannot substitute for training.

**Why.** Teacher IV requires "16 hours of training in any of or a cumulative of the following: Curriculum, Pedagogy, Subject Specialization acquired within the last 5 years; or Completion of NEAP-requisite professional development program for Career Stage II (Proficient Teacher)" (DO 019, s. 2025, PDF p. 14; DO 034, s. 2025, para. 15). Applicants who fail any QS element "shall not advance to the verification of Performance Requirements" (DO 024, s. 2025, Encl. 2, Sec. 13), and no substitution for a training deficiency is allowed (CSC Resolution No. 2500358, Sec. 36).

*Indicator 4.5.2: Implement professional development initiatives to enhance strengths and address performance gaps among school personnel.*

## Frequently asked questions

### What are the qualification standards for Teacher I to Teacher VII?

A bachelor's degree in Education (or a relevant bachelor's with 18 professional units in Education) and RA 1080 (Teacher) eligibility; 0 to 4 years of teaching; and 0 to 32 hours of training within the last 5 years, or a NEAP Career Stage II program from Teacher IV (DO 019, s. 2025, pp. 13–15). SHS positions follow their track's table.

### Do I need a master's degree to become Teacher IV, V, VI or VII?

Not in the elementary and secondary tables; a master's is first required at Master Teacher I (DO 019, s. 2025, pp. 13–16; DepEd ECP FAQs, updated November 6, 2025, Q2). In the SHS Academic Track, a teacher without a major in the strand or subject needs 18 to 36 units toward a master's for Teacher IV to VII, though not the degree (pp. 20–22).

### How many units in Management does a School Principal need?

None if the master's is in Education, Educational Management or Educational Leadership. A master's in a learning area needs at least 9 units for School Principal I, 12 for II, 15 for III and 18 for IV (DO 019, s. 2025, pp. 12–13).

### Does Head Teacher experience count for School Principal positions?

Yes. DO 034, s. 2025 counts it as teaching experience toward the five years, "on top of" the required school management or related experience, "subject to validation and approval by the CSC" (para. 14). School Principal I needs 1 more year, and II to IV need 2 to 4 years in school management and operations (DO 019, s. 2025, pp. 12–13).

### Are there qualification standards for Master Teacher VI and School Principal V?

Not as of October 31, 2026. RA 12288 adds the positions and its IRR places them at SG 23, but no CSC-approved QS exist; DepEd's August 24, 2026 deck targets "Q1 of 2027" (slide 34). FY 2026 reclassification stops at Master Teacher V and School Principal IV (DM-OUHRODI-2026-0802, Sec. III.1).
