# Can Teachers Leave School After Six Hours of Teaching?

Yes, if the DTR shows six hours of teaching: DO 5 and DM 53, s. 2024 let teachers do the two ancillary hours outside school with a locator slip or certificate.

Yes. Under DepEd Order No. 005, s. 2024, a teacher's eight-hour day is six hours of actual classroom teaching and two hours of teacher ancillary tasks, "which may be spent within or outside school premises" (DO 5, s. 2024, Sec. V.A.1). DepEd Memorandum No. 053, s. 2024 sets the only papers: a logbook entry or a locator slip for leaving during a vacant period, or a certificate of undertaking for leaving before or after all classes, attached to the daily time record (DTR) (DM 53, s. 2024, para. 4.b). DepEd's current guidance adds a condition DO 5 does not state: the DTR must show six hours of teaching, so a teacher with a lighter load stays in school (Teacher Workload Policy Toolkit, June 2025, p. 44). That goes further than DM 291, s. 2008, which is still in force: such a teacher makes up the six hours in school, then may spend the two ancillary hours outside.

The sections below give the rules as of October 31, 2026, what the Commission on Audit (COA) said, and what teachers reported in DepEd's 2026 survey.

For the six-hour load itself, see [How Many Hours Must DepEd Teachers Teach a Day?](https://nash.com.ph/blog/deped-teacher-six-hour-teaching-load). For the evidence that teachers work well past 40 hours a week, see [Teacher Workload and Accountability: EDCOM II Findings](https://nash.com.ph/blog/teacher-workload-accountability-edcom-ii).

## Key findings

- **Two of the eight hours may be spent outside school.** DO 5, s. 2024 sets 6 hours of teaching and 2 of ancillary tasks a day, 30 and 10 a week, and the 2 "may be spent within or outside school premises" (Sec. V.A.1–2).
- **There are 13 ancillary tasks in 4 groups:** curriculum planning, curriculum delivery and pedagogy, assessment of learners' progress, and homeroom guidance and management (DO 5, s. 2024, Sec. V.A.3, item 2).
- **One paper, not two.** Leaving in a vacant period takes a logbook entry "or" a locator slip; leaving before or after all classes, a certificate of undertaking; and "strictly no additional documentary requirements" (DM 53, s. 2024, paras. 4.b, 10).
- **Only the school head may sign or approve locator slips for the school,** in DepEd's answer; the teacher signs too. The certificate of undertaking needs no school head signature and no notarization (DepEd consolidated Q&A, DM 53 orientation, Nos. 56, 57 and 62).
- **Teachers with less than six hours of teaching make up the shortfall in school** under DM 291, s. 2008, which is still in force; DepEd's current guidance goes further and keeps them in school for the whole day (Toolkit, p. 44; DepEd consolidated Q&A, DM 53 orientation, No. 11). DO 5 is silent.
- **COA found the mechanisms "sufficient."** Its letter of November 21, 2024 found them "sufficient to meet the requirements of CSC Resolution No. 080096"; on December 4, 2024 DepEd required "full compliance" (DM-OUHROD-2024-3472).
- **One respondent in five said No.** In DepEd's May 2026 Teacher Survey, a sensing tool of 163,351 respondents, 21.43% said teachers in their school are not allowed to do ancillary tasks outside school, from 27.67% in Caraga to 14.45% in Region IV-A. The reasons cited most were that teachers must report 8 hours in their DTR (20,791 responses) and that school heads require the work in school (19,041) (DepEd CO–RO meeting deck on implementation status, June 2, 2026, pp. 61–63).

## What are the 13 teacher ancillary tasks in DO 5?

DO 5 defines teacher ancillary tasks as "work incidental to the teachers' normal teaching duties" (Sec. III.f) and says they "shall be performed in the remaining two (2) hours of the regular work" (Sec. V.A.3, item 1). It lists them in four groups (Sec. V.A.3, item 2), exactly as printed:

| Group | Tasks |
|---|---|
| a. Curriculum Planning | i. Preparation of lesson plans/daily lesson logs
ii. Action research
iii. Attendance to Learning Action Cell (LAC) sessions |
| b. Curriculum Delivery and Pedagogy | i. Preparation of instructional aids and materials
ii. Checking and recording learners' attendance and participation
iii. Classroom management |
| c. Assessment of Learner's Progress | i. Checking of exercises and summative tests
ii. Recording of academic performance results
iii. Grading learners' performance or achievement |
| d. Homeroom Guidance and Management | i. Class advising duties
ii. Periodic reporting of attendance
iii. Preparation and submission of report card and other school forms
iv. Conference with parents and home visits when necessary |

Four rules go with the list:

- **Master Teachers.** For them, "coaching, mentoring, and provision of technical assistance to colleagues shall be treated as an ancillary task," and the LAC or INSET coordinator role is among their functions (Sec. V.A.3, item 3).
- **Class advising counts as teaching load,** one hour a day including the Homeroom Guidance Program (Sec. V.A.1, Teaching Load item 2; see the [six-hour load post](https://nash.com.ph/blog/deped-teacher-six-hour-teaching-load)).
- **The class program must leave room** for "the preparation and correction of exercises and other work incidental to normal teaching duties" (Sec. V.A.3, item 4).
- **DepEd's 2026 answers place more work here:** updating the Learner Information System, "particularly for teachers with advisory class," and, besides LAC sessions, INSET "and other trainings" (DepEd consolidated Q&A, 2026 implementation-status meetings, Nos. 21, 14). These are answers, not issuances.

Ancillary tasks are not teaching-related assignments such as school coordinator, trainer or adviser roles (school paper, sports, SELG/SSLG; class advising itself is an ancillary task), which DO 5 places "on top of the teacher ancillary tasks" (Sec. V.A.4, item 1; also 2026 Q&A, No. 26; see [the 11 teaching-related assignments](https://nash.com.ph/blog/teaching-related-assignments-deped)). Nor are they administrative tasks, for which DO 2, s. 2024 gives "School Heads and non-teaching personnel" "the sole responsibility" (Sec. V.A.1; see [Admin Tasks Off Teachers](https://nash.com.ph/blog/deped-do-002-administrative-tasks-support-staff)).

## Can teachers do ancillary tasks outside the school? The legal basis

Four layers of rules say yes.

1. **The Magna Carta.** Republic Act No. 4670 limits actual classroom teaching to six hours a day, "so scheduled as to give him time for the preparation and correction of exercises and other work incidental to his normal teaching duties" (Sec. 13).
2. **The Civil Service Commission.** CSC Resolution No. 080096 keeps teachers on the eight-hour day and resolves that the remaining two hours "may be spent within or outside the school premises, provided that the Secretary of the Department of Education shall provide for pertinent guidelines therein" (CSC Resolution No. 080096, January 28, 2008, enclosed in DM 291, s. 2008, p. 8). DO 5 is issued pursuant to it and RA 4670 (para. 1).
3. **DO 5, s. 2024 (April 29, 2024).** The two hours "may be spent within or outside school premises," and "No teacher shall be required to submit documentary evidence or accomplishment reports on how the two (2) hours of ancillary tasks are spent outside school premises" (Sec. V.A.1; also para. 2.b).
4. **DM 53, s. 2024 (September 27, 2024).** The ancillary tasks "may be performed within or outside the school premises following these guidelines and procedures" (para. 4). It keeps Sec. 2.C of DO 16, s. 2009 in effect: teachers who have rendered six hours of actual classroom teaching, "duly reflected in their daily time records (DTR), shall be deemed to have completed the required daily working hours," with no undertime and no salary deduction (para. 4.a). DO 16 is the addendum to [DM 291, s. 2008](https://www.deped.gov.ph/2008/06/16/june-16-2008-dm-291-s-2008-guidelines-for-the-implementation-of-csc-resolution-no-080096-on-working-hours-for-public-school-teachers/), DepEd's guidelines for implementing the CSC resolution (footnote 1); it kept "All pertinent provisions" of DM 291 "in force" (DO 16, para. 5), and DO 5 lists DM 291 among its references (p. 2).

The rule is current. DO 026, s. 2025 (September 6, 2025) restates that the two hours "may be spent within or outside school premises" (Sec. V.1), and no DepEd order or memorandum of 2024 to 2026 changes DO 5's or DM 53's rules on doing ancillary tasks outside school. DO 013, s. 2024 does change which ancillary work beyond regular hours earns service credits (see "Is ancillary work beyond eight hours paid?").

**The three-term calendar.** [DO 009, s. 2026](https://www.deped.gov.ph/2026/04/16/april-16-2026-do-009-s-2026-guidelines-on-the-implementation-of-the-three-term-school-calendar-in-basic-education/) (April 16, 2026) aims to "reduce ancillary and non-teaching-related tasks of teachers" (para. 2) and leaves the two-hour rule as it is. Each term ends with an End-of-Term Block for "grades computation, preparation and checking of school forms, parent-teacher meeting and report cards distribution," INSET and other work (Figure 2; para. 21). LAC sessions stay in the Instructional Block (para. 22), and teachers get a two-day wellness break during which they "shall not be assigned instructional, administrative, or extracurricular duties" except "in cases of emergency or exigency of service" (para. 24). The Order's sample multigrade class program sets a Friday "Collaborative Session/ Ancillary Tasks" hour (Table 7). DepEd's 2026 deck adds that "teachers are allowed to accomplish school forms within the instructional block" and lists only remediation programs as teaching load in the End-of-Term Block (DepEd CO–RO meeting deck on implementation status, June 2, 2026, p. 14). The documents do not say how the outside-school option works on End-of-Term Block days, when a teacher's DTR may not show six hours of teaching.

Whose choice is it? DM 53 writes the cases from the teacher's side: "If the teacher opts to leave the school premises during vacant periods" and "If the teacher chooses to perform the teacher ancillary tasks before or after all assigned classes" (para. 4.b.i–ii). DepEd's 2024 orientation for regional offices put it plainly: "It will depend on the decision of the teacher" (DepEd online orientation deck for regional offices, May 21, 2024, p. 19). Where outside? The policy "does not prescribe a specific location" (2026 Q&A, No. 20).

## Leaving during a vacant period: logbook or locator slip

DM 53 says: "If the teacher opts to leave the school premises during vacant periods, the teacher shall register in the school logbook or accomplish a locator slip." The teacher states "the reason for going outside the school premises in relation to the performance of their ancillary tasks," and "Original copies or photocopies of these documents shall be attached to their DTR" (para. 4.b.i). An older rule counted "the time interval between actual classroom teaching" as part of the two hours, "except lunch breaks and recess periods" (DO 16, s. 2009, para. 2.b). DO 16 is still in force where DO 5 does not change it (DO 030, s. 2025 applies "The Department policies on Teaching loads and working hours as per DO No. 16, s. 2009"), and nothing in DO 5 or DM 53 contradicts para. 2.b. DM 53 likewise treats a vacant period as time for ancillary tasks (para. 4.b.i).

**Logbook or locator slip, not both.** The Toolkit says the teacher "should record it in the School Logbook and fill out a Locator Slip" (Toolkit, June 2025, p. 44), and the 2026 SDO deck repeats it (DepEd SDO meeting deck on implementation status, 2026, p. 18). DM 53, the issuance, says "or," and allows "strictly no additional documentary requirements aside from the templates" (para. 10). DM 53 governs: one of the two is enough.

**Who signs the locator slip.** The teacher and the school head. DM 53 says only that the teacher accomplishes it and submits it to the school head with the DTR (Encl. No. 2, No. 2). Asked whether the school head may delegate signing or approval to department heads or grade leaders, DepEd answered that "this is the sole responsibility of the School Head," who "is the accountable person in knowing the whereabouts of personnel" (DepEd consolidated Q&A, DM 53 orientation, No. 56). The template has both signature blocks under six entries, from name to destination (DepEd orientation deck on DM 53, s. 2024, undated, p. 29). For DO 5, "a duly designated Teacher-in-Charge (TIC) is considered a School Head" (Sec. III.e). The documents do not say who signs when the school head is away.

## Leaving before or after classes: the certificate of undertaking

"If the teacher chooses to perform the teacher ancillary tasks before or after all assigned classes, they shall submit a certificate of undertaking to be attached to the DTR" (DM 53, s. 2024, para. 4.b.ii). It goes to the school head "As necessary; Every submission of DTR" (Encl. No. 2, No. 1).

- **No school head signature.** It "does not require the approval (or signature) of the School Head, as it only signifies the teacher's intent to perform ancillary tasks outside school premises," but it is attached to the DTR, "which must be approved by the School Head" (Q&A, DM 53 orientation, No. 57; also the orientation deck, p. 28).
- **No notarization.** "No need for it to be notarized" (Q&A, DM 53 orientation, No. 62).
- **The template** has the teacher certify having "performed teacher ancillary tasks outside the school premises on the following dates and time" and attest "that the ancillary tasks were performed diligently and responsibly and that they were completed accurately and on time." One certificate covers the DTR's payroll period, with a line for the teacher's signature only (orientation deck on DM 53, p. 28). DepEd's "intent" answer undersells a form that certifies work already done.

The Toolkit's worked example shows the difference in time. Teacher Ana Reyes teaches six one-hour Math classes; her last class ends at 3:00 PM. "If she stays in school to complete her teacher ancillary tasks, she can log out at 4:00 PM to reflect a full 8-hour workday." If she works outside, "she can log out at 3:00 PM since her 6-hour teaching load is already met," attaching a Certificate of Undertaking to her DTR (Toolkit, June 2025, p. 45).

What are the forms for? DM 53 presents them as its way to harmonize DO 5 with CSC Resolution No. 080096, "which mandates DepEd to institute a mechanism to account for teachers' outputs" (para. 4.b). DepEd's 2026 answer is narrower: they are "used only for purposes of documenting that teachers opted to perform their ancillary tasks outside the school premises" (2026 Q&A, No. 23). The logbook and locator slip record where and when; the certificate adds the teacher's one-line attestation that the work was done. None of them describes what was done.

## Stay, leave in a vacant period, or leave after classes: a decision table

| Situation that day | What the teacher does | With the DTR | Source |
|---|---|---|---|
| Stays in school | Does the tasks in school; may log out after them | Nothing; the DTR shows an 8-hour workday | Toolkit, p. 44; Q&A, DM 53 orientation, No. 27 |
| Came early and did the tasks in school (DTR already shows 8 hours) | May leave after the six hours of teaching | Nothing | Q&A No. 12 |
| Leaves during a vacant period | States a reason tied to ancillary tasks | Logbook entry **or** locator slip (the slip: teacher and school head sign) | DM 53, para. 4.b.i; Q&A No. 56 |
| Leaves before or after all classes | Need not return to log out on the biometrics | Certificate of undertaking (teacher signs; no notarization) | DM 53, para. 4.b.ii; Q&A Nos. 19, 57, 62 |
| Teaches less than six hours that day | Makes up the six hours in school; DepEd's guidance keeps the teacher in school for the two ancillary hours too | If leaving after making up the six hours, the paper for that case; otherwise nothing | DM 291, items c–d; DM 53, para. 4.b; Toolkit, p. 44; Q&A Nos. 11, 25 |
| Wants paid work elsewhere | Not ancillary work; teaching elsewhere needs "an approved authority to teach" | – | Q&A No. 24 |

*Q&A: DepEd consolidated Q&A, DM 53 orientation.*

A missing slip does not prove the teacher stayed; the DTR must show an 8-hour workday (Q&A, DM 53 orientation, No. 13). And ancillary hours "cannot be offset during days when teachers have less teaching load" (No. 25).

## Teachers with less than six hours of teaching

**The Order.** DO 5 says the two hours "may be spent within or outside school premises" without any condition on the teaching load (Sec. V.A.1).

**DepEd's current guidance adds a condition.** "A teacher with less than six (6) hours of teaching load cannot opt to leave the school premises for their teacher ancillary tasks since their DTR does not reflect a six-hour teaching load" (Toolkit, June 2025, p. 44; also Q&A, DM 53 orientation, No. 11). The 2026 decks repeat it; the SDO deck says "Only teachers with exact six (6) hours of teaching load are allowed" (DepEd CO–RO meeting deck on implementation status, June 2, 2026, p. 11; DepEd SDO meeting deck on implementation status, 2026, p. 18).

**An issuance still in force states a narrower condition.** DM 291, s. 2008, which DO 16, s. 2009 kept "in force" (para. 5) and which DepEd still cited in March 2026 (DM 017, s. 2026, para. 3.b), says a teacher with less than six hours of actual classroom teaching "shall render additional hours of appropriate teaching-related activities and duties enumerated in 2 (d) within the school premises to complete six (6) hours." A teacher with six hours "shall render the remaining two (2) hours of work within or outside the school premises" (DM 291, general guidelines, items c–d). So under DM 291 the teacher makes up the shortfall in school and may then work outside; under the Toolkit and the Q&A, the teacher stays.

**Which governs?** DM 291 is still in force. No issuance repeals it.

- DO 5 repeals only provisions "inconsistent with these guidelines" (para. 4) and lists DM 291 among its references (p. 2).
- DepEd's later issuances keep citing it. DO 026, s. 2025 lists it among its references (Sec. XI). [DO 030, s. 2025](https://www.deped.gov.ph/2025/09/29/september-29-2025-do-030-s-2025-inclusive-employment-policy-in-the-department-of-education/) says "The Department policies on Teaching loads and working hours as per DO No. 16, s. 2009 (addendum to DO 291, s. 2008) must be applied to teachers from marginalized groups". DM 017, s. 2026 says DM 291 "requires six hours of actual classroom teaching and two hours of work within or outside school premises" (para. 3.b).
- DM 53 keeps DO 16's Sec. 2.C "in effect" by name and repeals nothing.

What DO 5 changed no longer applies, such as DM 291's count of "All advisorship and/or special assignments" as one teaching load (item b; compare DO 5, Sec. V.A.1, Teaching Load item 2, and Sec. V.A.4, item 1). Item c is not among those changes, because neither DO 5 nor DM 53 says where a teacher with less than six hours spends the shortfall.

So the issuance rule is DM 291's. The teacher makes up the six hours in school, and may then spend the two ancillary hours within or outside the school with DM 53's papers. The Toolkit, the Q&A and the 2026 decks go further and keep the teacher in school for the two hours as well. That is guidance with no issuance behind it, and DepEd has not reconciled it with DM 291. Read literally, the SDO deck's "exact six (6) hours" would also shut out teachers with overload; the other documents speak of a DTR that "reflects" six hours, which a teacher with overload also meets. DepEd has not addressed the point.

**Older advice is outdated.** An earlier DepEd FAQ on DO 5, which does not mention DM 53 or its forms, said teachers "can already leave the school premises after completing their six (6) hours of actual classroom teaching or the equivalent thereof" (DepEd General FAQs on DO 5, s. 2024, undated, p. 21). DM 53's certificate of undertaking now applies.

A light load costs the teacher nothing else. Teachers with less than six hours "shall not be subject to any salary deduction since there may be various reasons that can be out of their control" (Q&A, DM 53 orientation, No. 1.0), and they "are given priority in the designation of teaching-related assignments" (DM 53, s. 2024, para. 3.b). School heads may also give them ARAL tutorial classes, which "shall be considered part of the teaching load" ([DM 001, s. 2026](https://www.deped.gov.ph/2026/01/08/january-1-2026-dm-001-s-2026-guidelines-on-the-engagement-of-academic-recovery-and-accessible-learning-program-tutors-and-support-aides/), para. 30). DM 001 had such teachers "prioritized" (para. 31); [DM 061, s. 2026](https://www.deped.gov.ph/2026/09/29/september-29-2026-dm-061-s-2026-amendments-to-deped-memorandum-no-001-s-2026-guidelines-on-the-engagement-of-academic-recovery-and-accessible-learning-program-tutors-and-support-aides/) says the school head "may prioritize" them and that tutoring "shall not be mandatory" (para. 6.d). A teacher whose DTR then shows six hours of teaching is in the same position as any other.

## What COA said about ancillary tasks outside school

On November 5, 2024, Secretary Sonny Angara wrote to COA Chairperson Gamaliel A. Cordoba "seeking clarification on the implementation of DepEd Order No. 005, series of 2024." In its premises, CSC Resolution No. 080096 took the view that the two hours may be spent outside school "provided there is a mechanism to account for the teachers' required output for two (2) hours as well as a mechanism to evaluate the overall performance of teachers" (enclosed in DM 291, s. 2008, p. 8); COA's reply covers the same two points. COA's answer, dated November 21, 2024, came from Norma E. Aquino, Director III of COA's National Government Audit Sector, Cluster 5 – Education and Employment. In it:

- COA referred the letter to the DepEd Audit Team and "fully adopts and concurs with the detailed comments and observations provided by the DepEd Audit Team" (COA letter, p. 1).
- The team's comments address compliance with CSC Resolution No. 080096 in two respects. The first is the "Mechanism for Accounting Ancillary Tasks Performed Outside School Premises": "The prescribed use of a school logbook, locator slips, and certificates of undertaking attached to the teachers' Daily Time Records (DTRs) provides an adequate and straightforward mechanism to document outputs." The second is the OPCRF and IPCRF as the system for evaluating teacher performance (pp. 1–2).
- The comments highlighted "the provision stating that teachers are not required to submit documentary evidence or accomplishment reports for ancillary tasks performed outside school premises," and noted that DO 5 and its guidelines allow school heads and master teachers to use "lesson plan reviews and class observations" (p. 2).
- Its conclusion: "this Office views that the mechanisms set forth in the DepEd issuances are sufficient to meet the requirements of CSC Resolution No. 080096." It also underscored "consistent and clear implementation of these guidelines across all DepEd divisions and schools" (p. 2).

DepEd sent the letter to the field with Memorandum DM-OUHROD-2024-3472, dated December 4, 2024, signed by Undersecretary Wilfredo E. Cabral. It says DepEd had sought COA's clarification "specifically on provisions allowing teachers to perform ancillary tasks outside school premises," and that "the Department requires full compliance from all offices with the provisions found in DO No. 005, s. 2024 and DM No. 053, s. 2024."

The letter does not discuss teachers with less than six hours of teaching, who signs the forms, or where teachers may work.

## What a school head may and may not require

| A school head may not require | Source |
|---|---|
| Documentary evidence or accomplishment reports on how the two hours were spent outside school | DO 5, s. 2024, Sec. V.A.1 |
| Any documentary requirement beyond DM 53's templates | DM 53, s. 2024, para. 10 |
| Means of verification to prove ancillary tasks were done | 2026 Q&A, No. 25 |
| Both a logbook entry and a locator slip for the same absence | DM 53, para. 4.b.i ("or"); para. 10 |
| A school head's signature on, or notarization of, the certificate of undertaking | Q&A, DM 53 orientation, Nos. 57, 62 |
| A specific place where teachers must work | 2026 Q&A, No. 20 |
| A standing rule that teachers whose DTR shows six hours of teaching stay in school (not expressly barred; see below) | DO 5, Sec. V.A.1; DM 53, para. 4.b ("opts," "chooses") |

Signing locator slips, monitoring outputs and handling under-loaded teachers are covered under "What this means for school heads" below.

| A school head may also | Source |
|---|---|
| Ask for the names of teachers who will work outside school, if it adds no documents and serves monitoring | Q&A, DM 53 orientation, No. 17 |
| Check that a teacher with no slip or certificate has a DTR showing an 8-hour workday | Q&A, DM 53 orientation, No. 13 |
| Hold meetings in the ancillary hours if agreed with teachers, and ask for an explanation from teachers who miss them | Q&A, DM 53 orientation, No. 16 |
| Require accomplishment reports for activities other than ancillary work outside school, such as work beyond regular hours claimed for service credits | DO 013, s. 2024, Sec. VI.A.2; DM 53, Encl. No. 2, No. 10; Q&A, DM 53 orientation, Nos. 18, 22 |

No issuance expressly forbids the rule in the last row of the first table, but DM 53 writes leaving as the teacher's option, and DepEd's 2026 deck calls school-level limits "implementation restrictions" (DepEd CO–RO meeting deck on implementation status, June 2, 2026, p. 60). For teachers who neglect their ancillary tasks, DepEd's position is "to promote a formative approach" (Q&A, DM 53 orientation, No. 14).

## Is ancillary work beyond eight hours paid?

Not in cash, and only some of it in service credits. DO 5 names two kinds of ancillary work that earn vacation service credits (VSC) beyond regular work hours: conferences with parents and home visits, and Master Teachers' coaching, mentoring and technical assistance (Sec. V.A.3, items 5–6). [DO 013, s. 2024](https://www.deped.gov.ph/2024/09/18/september-18-2024-do-013-s-2024-revised-guidelines-on-the-grant-of-vacation-service-credits-for-teachers/), the later Order on VSC (September 18, 2024), keeps the first case, "Conduct of conference with parents and home visits performed beyond regular work hours," but words the second more narrowly: "Coaching, mentoring, and provision of technical assistance of Master Teachers assigned as class advisers conducted outside regular working hours" (Sec. V.A.8.j–k). DepEd has not explained the difference; as the later Order on VSC, DO 013 governs the grant, and it does not say how a school handles the coaching of a Master Teacher who is not an adviser. DO 013 also grants VSC for certain trainings and learning programs held on weekends, holidays and vacations (Sec. V.A.8.f–g), and DepEd's 2024 Q&A adds weekend report-card distribution, which DO 5 does not list (No. 28). Every grant needs "the approved authority by the Schools Division Superintendent (SDS) or the authorized approving authority" (Sec. V.A.4) and, afterward, a signed DTR and an accomplishment report (Sec. VI.A.2). Overtime pay does not apply: under DO 026, s. 2025, "Ancillary tasks, as defined herein or by other DepEd issuances, performed within the school premises shall not qualify for overtime compensation" (Sec. VII.3). See [Vacation Service Credits and Overtime Pay for Teachers](https://nash.com.ph/blog/vacation-service-credits-overtime-pay-teachers).

## Are teachers allowed to work outside school? What DepEd's 2026 survey found

DepEd's "May 2026 Teacher Survey" had 163,351 respondents in 17 regions, with no BARMM row (DepEd CO–RO meeting deck on implementation status, June 2, 2026, pp. 5, 18). DepEd warns: "The survey does not represent all teachers or all schools as it was issued through an open call and responses were completely anonymous. It should be read as a sensing tool for what may be happening on the ground" (p. 18). Survey methods and other results are in [DepEd 2026 Teacher Workload Survey: What Teachers Said](https://nash.com.ph/blog/deped-teacher-workload-survey-2026).

The question was: "Are teachers in your school allowed to accomplish teacher ancillary tasks outside school premises?" (p. 60). It asks about the respondent's school, not about the respondent.

![Chart in two parts. Top: of 163,351 respondents to DepEd's May 2026 Teacher Survey, 78.57% (128,352) said teachers in their school are allowed to do ancillary tasks outside school and 21.43% (34,999) said No. Bottom: the No share by region, highest in Caraga 27.67%, Region X 27.46% and Region IX 26.13%, lowest in Region IV-A 14.45%, Region III 15.61% and NCR 17.03%.](https://nash.com.ph/blog/_astro/ancillary-allowed-outside-school-by-region.Djhp8oLL_aUifs.webp)

Nationally, 128,352 respondents (78.57%) answered Yes and 34,999 (21.43%) answered No (p. 61). The No share runs from 27.67% in Caraga (2,259 respondents) to 14.45% in Region IV-A (14,513); ten regions are above the all-region share. The deck comments that "some teachers continue to experience implementation restrictions at the school level," and that "This reality persists despite efforts made in FY 2024 to clarify these provisions from the Commission on Audit (COA)" (p. 60).

A second question asked for "the commonly cited reasons why teachers are not allowed to accomplish ancillary tasks outside school premises" (p. 62).

![Horizontal bar chart of the reasons cited for teachers not being allowed to do ancillary tasks outside school: teachers are required to report 8 hours as official working hours in their DTR, 20,791 responses; school heads require teachers to accomplish ancillary tasks within school premises, 19,041; lack of ability to monitor ancillary task outputs, 5,925; region or SDO-level policies discouraging ancillary tasks outside school, 4,619.](https://nash.com.ph/blog/_astro/ancillary-reasons-not-allowed.DyEPJjAB_Z29Usqw.webp)

*Figure 2. Reasons cited for teachers not being allowed to do ancillary tasks outside school, in responses as printed. The counts add to 50,376 (computed), more than the 34,999 No answers; the deck does not say who answered or how many reasons each could choose. The DTR reason led in 13 of the 17 regions. In four, "School heads require" led instead: NCR (594 against 224), Region IV-A (1,219 against 906), Region IV-B (761 against 690) and NIR (1,543 against 1,338) (p. 63). The SDO deck, whose survey tables total 145,000 respondents (orientation question, p. 50), shows the same split, 78% and 22% with no count (p. 76), and smaller counts for the same four reasons: 18,726, 17,031, 5,307 and 4,132 (DepEd SDO meeting deck on implementation status, 2026, p. 77).

The top reason restates the rule for teachers who stay in school; for those who leave, six hours of teaching in the DTR is the full day (DM 53, para. 4.a). The deck does not break these answers down by teaching load, so it cannot show how many No answers come from teachers with less than six hours, whom DepEd's guidance keeps in school.

## What this means for school heads

1. **Put the arrangement in writing at the start of the school year:** who may work outside, one record (logbook or locator slip) for vacant periods, and the certificate for leaving before or after classes. The templates are in DepEd's Public Drive ([tinyurl.com/Ancillary-Forms](https://tinyurl.com/Ancillary-Forms), Toolkit, pp. 44, 101).
2. **Sign locator slips yourself** (Q&A, DM 53 orientation, No. 56), approve DTRs with their attachments, add no other papers (DM 53, para. 10), and leave the certificate unsigned by you.
3. **Build the class program around the two hours** (DO 5, Sec. V.A.3, item 4). [DO 016, s. 2026](https://www.deped.gov.ph/2026/06/04/june-4-2026-do-016-s-2026-guidelines-on-lesson-planning-and-learning-design/) tells school heads to ensure teachers "have ample time for ancillary tasks, including the preparation of lesson plans" (para. 37.c). See the [lesson planning guide](https://nash.com.ph/blog/deped-lesson-planning-do-016-s-2026).
4. **Monitor outputs, not whereabouts.** Use lesson-plan reviews and class observations with your master teachers (DM 53, para. 4.c), within the [PMES](https://nash.com.ph/blog/deped-pmes-teachers). DO 016, s. 2026 bars "additional or expanded lesson plan templates" (para. 21) and says reviewers "shall not focus solely on checking the completeness of documents" (para. 32). DepEd counts the teacher's readiness "to effectively deliver instruction the following day" among the best indicators (2026 Q&A, No. 25).
5. **Handle under-loaded teachers consistently.** Require them to make up the six hours in school with teaching-related work (DM 291, s. 2008, item c). DepEd's guidance would also keep them in school for the two ancillary hours (Toolkit, p. 44), but no issuance says so. Give them priority for teaching-related assignments (DM 53, para. 3.b), and consider ARAL tutorial classes, which count as teaching load (DM 001, s. 2026, para. 30).

**Records to keep:**

| Record | Kept by | Rule |
|---|---|---|
| DTR (CSC Form No. 48), approved by the school head | Teacher, school head | DM 53, paras. 4.a–b; Q&A, DM 53 orientation, No. 57 (approval) |
| School logbook entries or locator slips (originals or photocopies attached to the DTR) | School (logbook); with the DTR (copies) | DM 53, para. 4.b.i; Encl. No. 2 |
| Certificates of undertaking attached to the DTR | Teacher, with the DTR | DM 53, para. 4.b.ii; Encl. No. 2 |
| Class programs showing time for ancillary tasks | School head | DO 5, Sec. V.A.3, item 4 |

## How the NASH may test this

The two items below are original practice items in the format of our [NASH practice questions](https://nash.com.ph/blog/nash-practice-questions-with-answers), scored 3 (Relational), 2 (Multistructural), 1 (Unistructural) or 0 (Prestructural). An option that breaks a rule scores 0.

### Question 1

*Indicator 2.4.2, Management of staff. Career Stage 2, Situational, Moderate.*

A newly designated secondary school head finds that teachers have been required to stay in school until 5:00 PM and to submit a weekly report of the ancillary tasks they did. Teacher Lim teaches six hours a day, and her last class ends at 3:00 PM; she asks to do her ancillary tasks at home after her classes. Teacher Ramos, who also teaches six hours, has a vacant period from 10:00 to 11:00 AM and asks to prepare her instructional materials at the public library during it. What is the most appropriate action?

- **A.** Keep the 5:00 PM rule and the weekly report for all teachers, since documenting outputs protects the school in an audit.
- **B.** Drop the rule and the report; let Teacher Lim leave after her last class with a certificate of undertaking attached to her DTR; let Teacher Ramos go after she registers in the school logbook or accomplishes a locator slip; and check readiness through lesson-plan reviews and class observations.
- **C.** Drop the rule and the report; let Teacher Lim leave after her last class with a certificate of undertaking attached to her DTR; and let Teacher Ramos go after she registers in the school logbook or accomplishes a locator slip.
- **D.** Drop the rule and the report, and refer both requests to the division office for a ruling.

**Answer and explanation**

**Best answer: B.** Points: A = 0, B = 3, C = 2, D = 1.

- **A (0 points, Prestructural).** The weekly report is a documentary requirement beyond DM 53's templates; COA found DepEd's own mechanisms sufficient.
- **B (3 points, Relational).** It removes what the rules do not allow, applies the right paper to each case, and replaces the report with monitoring of outputs.
- **C (2 points, Multistructural).** It decides both cases correctly but says nothing about how the school will check that ancillary work is done.
- **D (1 point, Unistructural).** It drops what the rules do not allow but passes up a decision DM 53 already settles.

**Why.** DO 5, s. 2024 bars reports on how the two hours are spent outside school (Sec. V.A.1), and DepEd's 2026 answer requires no means of verification for ancillary tasks (consolidated Q&A, No. 25). DM 53, s. 2024 requires a certificate of undertaking for teachers who leave after all classes, allows "strictly no additional documentary requirements," and lets school heads review lesson plans and observe classes (paras. 4.b–c, 10). DM 53 also lets a teacher who leaves during a vacant period register in the logbook "or" accomplish a locator slip (para. 4.b.i).

*Indicator 2.4.2: Manage staffing such as teaching load distribution and grade level and subject area assignment in adherence to laws, policies, guidelines and issuances based on the needs of the school.*

*Sources: DepEd Order No. 005, s. 2024; DepEd Memorandum No. 053, s. 2024; COA letter of November 21, 2024.*

### Question 2

*Indicator 2.4.1, Management of staff. Career Stage 1, Conceptual, Easy.*

Which statement best describes the papers a teacher uses to do ancillary tasks outside school under DM 53, s. 2024 and DepEd's official answers?

- **A.** A teacher who leaves after all classes attaches a certificate of undertaking to the DTR.
- **B.** For a vacant period, a logbook entry, or a locator slip signed by the teacher and, for the school, only by the school head; for leaving before or after all classes, a certificate of undertaking in which the teacher attests that the tasks were done, with no school head signature or notarization. Both go with the DTR, and no documentary requirement beyond DM 53's templates may be added.
- **C.** For a vacant period, a logbook entry or a locator slip; for leaving before or after all classes, a certificate of undertaking; both go with the DTR.
- **D.** Because DO 5 bars documentary evidence for work done outside school, a teacher who leaves needs no paper at all.

**Answer and explanation**

**Best answer: B.** Points: A = 1, B = 3, C = 2, D = 0.

- **A (1 point, Unistructural).** Correct, but it covers only one of the two cases.
- **B (3 points, Relational).** It covers both cases, the signatories, notarization and the certificate's attestation, and ties the forms to DM 53's ban on additional documents.
- **C (2 points, Multistructural).** It names both cases and the DTR correctly but leaves out who signs, what the certificate attests, and the limit on further documents.
- **D (0 points, Prestructural).** It misreads DO 5: DM 53 requires the logbook or locator slip, or the certificate, attached to the DTR.

**Why.** DM 53, s. 2024 sets the logbook "or" locator slip and the certificate of undertaking, attached to the DTR (para. 4.b), with "strictly no additional documentary requirements" (para. 10). DepEd's answers make the locator slip "the sole responsibility of the School Head" and need neither a school head signature nor notarization for the certificate (consolidated Q&A, DM 53 orientation, Nos. 56, 57, 62). The 2026 answers say the forms only document "that teachers opted to perform their ancillary tasks outside the school premises" (No. 23), but the certificate template also has the teacher attest that the tasks "were completed accurately and on time" (orientation deck on DM 53, p. 28).

## Frequently asked questions

### Can a DepEd teacher go home after six hours of teaching?

Yes, if the DTR shows six hours of actual classroom teaching. DO 5, s. 2024 lets the two ancillary hours be spent "within or outside school premises" (Sec. V.A.1), DM 53, s. 2024 counts six hours of teaching in the DTR as the full day (para. 4.a), and the teacher attaches a certificate of undertaking to the DTR (para. 4.b.ii).

### Who signs the locator slip?

The teacher and the school head. DepEd's answer is that the school head may not delegate signing or approval to department heads or grade leaders, because it is "the sole responsibility of the School Head" (DepEd consolidated Q&A, DM 53 orientation, No. 56). DM 53 itself says only that the teacher accomplishes the slip and submits it to the school head with the DTR (Encl. No. 2, No. 2).

### Does the certificate of undertaking need the principal's signature or notarization?

No. It "does not require the approval (or signature) of the School Head," and there is "No need for it to be notarized" (DepEd consolidated Q&A, DM 53 orientation, Nos. 57, 62). It is attached to the DTR, which the school head approves.

### Can a school head require teachers to stay in school for eight hours?

Not as a standing rule for teachers whose DTR shows six hours of teaching, though no issuance says so in those words. DO 5 lets the two hours be spent within or outside school, and DM 53 writes the choice as the teacher's ("opts," "chooses") and bars documents beyond its templates (DM 53, paras. 4.b and 10). For teachers with less than six hours of teaching, DM 291, s. 2008, still in force, requires them to make up the six hours in school (item c); DepEd's guidance keeps them in school for the whole day (Toolkit, June 2025, p. 44), which goes beyond any issuance.
