# Teaching-Related Assignments: The 11 Roles DepEd Allows

DepEd allows teachers only 11 teaching-related assignments under DO 005, s. 2024. The roles, how to designate them, overtime pay, forms and weekly hours.

This is the Markdown copy of [Teaching-Related Assignments: The 11 Roles DepEd Allows](https://nash.com.ph/blog/teaching-related-assignments-deped), an article on the NASH Reviewer Blog by Mark Anthony Llego, published Oct 31, 2026, updated Nov 4, 2026. Topics: School leadership, Aspiring school heads. NASH Reviewer is an independent practice platform not affiliated with DepEd, BHROD, or NEAP.

A school head may give teachers only the 11 teaching-related assignments listed in [DepEd Order No. 005, s. 2024](https://www.deped.gov.ph/2024/04/29/april-29-2024-do-005-s-2024-rationalization-of-teachers-workload-in-public-schools-and-payment-of-teaching-overload/), Section V.A.4. There are six school coordinator roles (reading and numeracy, research, special needs education, ICT, guidance and advocacy, inclusive education), three trainer or adviser roles (school paper, sports, learner government) and two chair roles (grade level, learning area). Each must serve a program in the School Improvement Plan, and the teacher must agree to it. A designation order approved by the Schools Division Superintendent (SDS) makes it official, and the eSF7 records it. Roles DepEd has added since then sit inside the list: the school sports club coordinator and facilitator, and the Learner Formation Officer. Feeding, DRRM, library, canteen and Bids and Awards Committee work are administrative tasks for the school head and non-teaching staff.

The sections below cover the roles on and off the list, how to designate them, pay, forms and the hours teachers report. The rules come from DO 005, its implementing memorandum (DepEd Memorandum No. 053, s. 2024) and later issuances, with DepEd's Teacher Workload Policy Toolkit (June 2025), Q&A sheets and 2026 meeting decks, and are current as of October 31, 2026. For the wider picture, see the [EDCOM II findings on teacher workload](https://nash.com.ph/blog/teacher-workload-accountability-edcom-ii) and the [human resource management guide](https://nash.com.ph/blog/school-head-human-resource-management).

## Key findings

- **Eleven roles in three groups.** Six school coordinator roles, three trainer or adviser roles and two chairmanships are "only the following teaching-related assignments" a teacher may be given (DO 005, s. 2024, Sec. V.A.4.1).
- **No teacher can be forced.** "Since these assignments are not mandatory, the identified teachers must concur" (DM 053, s. 2024, para. 6.b), and the SDS approves the designation order (para. 6.d).
- **They carry no teaching load.** Only "actual classroom teaching rendered per learning area and class advising duties are treated as teaching load" (DM 053, s. 2024, para. 3.c); the Toolkit adds that assignments "do not have an equivalent teaching load" (p. 51). One designation has its own load: a Department Head Designate, normally a Master Teacher, teaches three hours (DO 024, s. 2025, Encl. No. 1, Sec. 36.c.i and iv).
- **Overtime pay since September 2025, on conditions.** Under DO 026, s. 2025, a designated teacher who has taught six hours a day and 30 a week may be paid overtime for assignment work inside the school that is "extremely necessary", approved in advance and at least two hours long: 125% of the hourly rate on workdays and 150% on Saturdays, holidays and non-working days, subject to funds (Secs. V.2–V.9, VI.B.2, VII.5). Other extra hours earn vacation service credits.
- **Thirty-nine of the 75 forms.** DO 006, s. 2025 gives teaching-related assignments 39 forms, 30 of them for the learner government adviser. Seven of the 11 roles have no forms in its Enclosure 3.
- **Three to four hours a week per role.** In DepEd's May 2026 teacher survey, which DepEd calls a "sensing tool", teachers reported 3.11 to 4.26 hours a week per assignment, the most for ICT coordinators (DepEd CO and RO meeting deck on implementation status, June 2, 2026, pp. 18, 67).
- **No cap yet.** "At present, there are no existing guidelines that prescribe the maximum number of teaching-related assignments" a teacher may hold (DepEd consolidated Q&A, 2026 implementation-status meetings, No. 29).

## What are teaching-related assignments in DepEd?

DO 005 defines them: "Teaching-related assignments refer to tasks related to teaching and academic learning which support learner development. These tasks are performed by teachers in consideration of their professional expertise and experience" (Sec. III.l).

- **They come on top of the rest of the day.** Assignments are designated "on top of the teacher ancillary tasks" (Sec. V.A.4.1), in a day of six hours of teaching and two of ancillary work (para. 2.a–b). See [how many hours teachers must teach](https://nash.com.ph/blog/deped-teacher-six-hour-teaching-load) and [what the two ancillary hours cover](https://nash.com.ph/blog/teacher-ancillary-tasks-leave-school-after-six-hours).
- **They need a program in the plan.** Roles may be designated "provided that developmental programs are included in the School Improvement Plan (SIP)" (Sec. V.A.4.1); the SIP and Annual Implementation Plan are "the basis or main consideration" (DM 053, para. 5).
- **The list is closed.** Roles from new programs "shall be subsumed in any of the categories mentioned under V.A.4.1" (Sec. V.A.4.5).

The Toolkit adds that "it is not necessary for all TRAs to exist in a certain school" (p. 52), though two later issuances now require a sports club coordinator and a Learner Formation Officer in every school (below), neither of whom need be a teacher, and that "just because an activity is included in the SIP/AIP does not automatically mean it is a Teaching-Related Assignment" (p. 91). See the [guide to the School Improvement Plan](https://nash.com.ph/blog/deped-school-improvement-plan).

## The 11 teaching-related assignments DepEd allows

The list below gives DO 005's wording for each role (Sec. V.A.4.1), the Toolkit's "brief interpretation" of it (pp. 49–51), and the number of forms DO 006, s. 2025 assigns to it (Enclosure 3).

| Group | Role, as worded in DO 005 | What the Toolkit says it covers | Forms in DO 006, Encl. 3 |
|---|---|---|---|
| a. School Coordinator | i. Reading/Literacy and Numeracy | "Leads programs aimed at improving students' reading and numeracy skills" | None listed |
| | ii. Research | "Conducts and coordinates action research to improve teaching strategies" | None listed |
| | iii. Special Needs Education (SNED) | "Supports the inclusion and learning of students with special needs" | None listed |
| | iv. Information, Communication, and Technology | The "focal for integrating technology to enhance teaching and learning capacities in schools" | None listed |
| | v. Guidance and Advocacy | Programs on "school discipline, safe spaces, referrals, career guidance, and the likes" | 2 |

The chairs are assignments, not teaching load. Asked whether a grade-level or learning-area chair counts toward the six hours, DepEd answered "No", "since these chairmanship roles fall under teaching-related assignments" (DepEd consolidated Q&A, 2026 implementation-status meetings, No. 27).

## Roles DepEd has since placed inside the 11

DO 022, s. 2025 created the school sports club roles and filed them under Sports Development Programs. The Learner Formation Officer comes from the Revised Implementing Rules and Regulations of Republic Act No. 10627, the Anti-Bullying Act (Sec. 11.1(a)); DM 055, s. 2026 files it under Guidance and Advocacy when a teacher holds it (Encl., Secs. I.a and II.c). Both follow Sec. V.A.4.5.

| Role | Issuance | Category | Pay for extra hours, as the issuance says |
|---|---|---|---|
| School Sports Club Coordinator and Facilitator | [DO 022, s. 2025](https://www.deped.gov.ph/2025/08/07/august-7-2025-do-022-s-2025-policy-guidelines-on-the-institutionalization-of-the-school-sports-club-in-public-schools/) (August 7, 2025), Secs. V.A.3.b and V.F | "Sports Development Program Trainer/Adviser" | Teachers: vacation service credits "following parameters and procedures in DO 005, s. 2024, and DM 53, s. 2024" |
| Learner Formation Officer | [DM 055, s. 2026](https://www.deped.gov.ph/2026/09/17/september-17-2026-dm-055-s-2026-clarificatory-guidelines-on-the-designation-of-learner-formation-officers-in-schools-pursuant-to-the-revised-implementing-rules-and-regulations-of-republic/) (September 17, 2026), Encl., Sec. II | "the Advocacy component of Guidance and Advocacy" | "overtime pay in accordance with DO 026, s. 2025" |

**School sports clubs.** "Designation as a sports club implementer (i.e., coordinator, facilitator) will be treated as a teaching-related assignment as a Sports Development Program Trainer/Adviser" (DO 022, Sec. V.A.3.b). The school head designates one coordinator, each sport has facilitators, and teachers are designated under DO 005 and DM 053. Implementers may also be non-teaching staff, whose overtime follows DO 030, s. 2016 (Sec. V.F.2). The coordinator "shall preferably" have sports experience or "a minimum of 40 hours of sports-related training"; each facilitator "shall have" one or the other (Sec. V.F.1). DO 022 predates the overtime order and mentions only credits; DO 026 lists "Sports Development Programs" among the assignments it pays (Sec. V.2.b.ii), so qualifying work in school should now earn overtime pay too, though neither Order says so for sports clubs.

**Learner Formation Officers.** DM 055 makes the post "a teaching-related assignment subsumed under the Advocacy component of Guidance and Advocacy" (Encl., Sec. II.c). Assistant School Head Designates and Head Teachers come first; a teacher may serve "only when no ASHDs or HTs are available" (Sec. II.b). Among teachers, priority goes to those "who have less than six hours of teaching load and/or who are not assigned as class advisers or to any other teaching-related assignments" (Sec. II.c.i). The order needs the teacher's concurrence and the SDS's signature (Sec. II.e). Counselors, guidance advocates and other non-teaching staff "shall not be designated as LFO" (Sec. II.h). The officer renders "desk duty for at least two hours a day" (Sec. I.a.v), and every school had to designate one by October 9, 2026 (Sec. II.i). DM 055 does not say how the desk duty fits a teacher's eight-hour day. See the [child protection and anti-bullying guide](https://nash.com.ph/blog/child-protection-anti-bullying-school-heads).

## Which roles are not teaching-related assignments?

The Toolkit gives school heads a three-way test for any coordinator role not on the list (p. 52). If it is an administrative task, "it is the responsibility of the School Head or non-teaching personnel." If it is an ancillary task, "there's no need for a coordinator, since it is an inherent responsibility of teachers". If it is a teaching-related assignment, "Subsume in any of the category rather than creating new one." DepEd's answers have since sorted the common cases.

| Role | DepEd's answer | Source |
|---|---|---|
| Bids and Awards Committee member | "No. BAC membersip [sic] is considered an administrative task, which is no longer part of the teachers' workload." | 2026 Q&A, No. 31 |
| School-Based Feeding Program coordinator | "No. SBFP Coordinatorship is considered an administrative task" | 2026 Q&A, No. 32; DO 002, s. 2024, Sec. V.A.1.f.i |
| Library-in-charge | "No. Library Coordinatorship is considered an administrative task" | 2026 Q&A, No. 33 |
| DRRM coordinator | "No. DRRM Coordinatorship is considered an administrative task" | 2026 Q&A, No. 34; DO 002, s. 2024, Sec. V.A.1.f.ii |
| Canteen manager | Canteen management is "an administrative task"; teachers "may still use the canteen as their laboratory" | 2026 Q&A, No. 30 |
| Purok or fiesta coordinator, officer of a local association | "generally not considered part of the teachers' workload" | 2026 Q&A, No. 36 |
| School Governance Council co-chair or elected secretary | "not classified as a teaching-related assignment nor as an administrative task", but teachers "may still serve" | 2026 Q&A, No. 37 |
| Division focal person or coordinator for research | "No, Teaching-Related Assignments are contemplated for schools" | 2024 Q&A, No. 35 |
| Any of the 11 roles given to an AO II or other non-teaching staff | "No"; the assignments "should be designated to teachers" | 2024 Q&A, No. 30 |

*"2026 Q&A" is DepEd's consolidated Q&A from the implementation-status meetings of May 25–26 and June 2, 2026; "2024 Q&A" is its Q&A from the DM 053 orientation, updated November 13, 2024.*

One exception to the last row comes from a later Order. DO 022, s. 2025 lets non-teaching personnel serve as sports club coordinator or facilitator: implementers "shall be DepEd teaching or non-teaching personnel" (Secs. V.A.3.b and V.F.1). For them the role is not a teaching-related assignment, since DO 022 classifies only "SSC activities performed by teaching personnel" as one, and their overtime follows DO 030, s. 2016 (Sec. V.F.2). DO 022, the later Order, governs sports clubs; the 2024 answer still holds for the other roles.

The administrative answers rest on [DepEd Order No. 002, s. 2024](https://www.deped.gov.ph/2024/01/26/january-26-2024-do-002-s-2024-immediate-removal-of-administrative-tasks-of-public-school-teachers/): "School Heads and non-teaching personnel shall have the sole responsibility to perform the administrative tasks", including feeding and school DRRM (Sec. V.A.1). DO 002 does not name the BAC, the library or the canteen; DepEd's answers put them there. The older rule that put a teacher over the canteen is [DO 8, s. 2007](https://www.deped.gov.ph/2007/02/06/do-8-s-2007-revised-implementing-guidelines-on-the-operation-and-management-of-school-canteens-in-public-elementary-and-secondary-schools/): "The school head/principal shall issue a written designation to a Home Economics teacher who shall be the Canteen Teacher" (Sec. 6.1). The current rule stands on DO 002.

Membership itself stays open. Teachers "may still become members of school committees, teams, and groups" but "shall not assume any administrative task" that comes with them (DepEd FAQs on DO 005, s. 2024, undated, p. 35). On the School Planning Team, SGC or PTA, "other members aside from teachers shall assume primary responsibility" for the group's forms where practicable (DO 006, s. 2025, para. 5). See the [guide to the SGC and PTA](https://nash.com.ph/blog/school-governance-council-pta-partnerships) and [who does administrative work now](https://nash.com.ph/blog/deped-do-002-administrative-tasks-support-staff).

## How to designate a teacher to a teaching-related assignment

### The six steps in the Toolkit

The Toolkit numbers the steps from 1 to 6 (pp. 52–53):

1. **"Identify School Needs"**. The assignments "must be determined based on the School Improvement Plan (SIP) and Annual Implementation Plan (AIP)."
2. **"Define Scope of Work and the Number of Teachers to be Designated"**.
3. **"Match Tasks with Teachers' Workload and Expertise"**. Review each teacher's current workload and consider "their field of specialization or strength."
4. **"Secure Teacher's Consent"**. "No role should be given without the teacher's concurrence to their designation."
5. **"Issue a Designation Order"**. The school head prepares it, and it "must clearly state the scope, responsibilities, and duration of the assignment."
6. **"Get Approval from the SDS"**. The order "becomes official only after approval from the Schools Division Superintendent."

The steps follow DM 053, which sets the timing: teachers are identified "during their planning activities at the start of the school year" (para. 6.a), and the order goes to the SDO "Before the start of SY" (Encl. 2, Template No. 3). The text of DO 005 and DM 053 does not mention duration, but DM 053's Template No. 3 has a blank for it: "This designation order shall be valid for [Duration of Designation Order]" (DepEd orientation deck on DM 53, s. 2024, undated, p. 33). The Toolkit makes it part of every order (p. 53).

### Who issues the order and who approves it

DO 005 calls for "a designation order from the school head duly concurred by the teacher concerned", with the school's list of designated teachers sent to the SDS "for approval" (Sec. V.A.4.3). DM 053 has the school head prepare the order and the SDS "approve the Designation Order", with a copy kept by the SGOD (para. 6.c–d). The Toolkit speaks of "a designation order signed by the SDS" (p. 90). They agree in practice: the school head issues the order and the SDS approves it. DepEd says the SDS may not delegate that approval to the Assistant SDS (DepEd consolidated Q&A, DM 53 orientation, No. 55; DepEd orientation deck on DM 53, s. 2024, undated, p. 33). The answer adds that "each school should only accomplish one Designation Order"; the deck explains this as a feature of the template, and it is not a rule in DO 005 or DM 053.

### Consent, priority and the eSF7

- **Consent.** Concurrence is required by DO 005 (Sec. V.A.4.3), DM 053 (para. 6.b), the Toolkit (step 4) and DM 055 (Sec. II.e).
- **Priority for teachers with less than six hours.** DO 005 says they "shall be prioritized" (Sec. V.A.4.2). DepEd's SDO deck says they "MAY be prioritized" (DepEd SDO meeting deck on implementation status, 2026, p. 14), and a 2024 answer leaves the choice of a skilled teacher who already has six hours "to the sound discretion of school heads" (DepEd consolidated Q&A, DM 53 orientation, No. 36). DM 053 (para. 3.b) and the Toolkit ("must prioritize", p. 53) agree with the Order. The Order governs: priority is required, alongside "the specialization of teachers" (Sec. V.A.4.2).
- **No assignment to fill the six hours.** The Toolkit says "there is no need to designate Teaching-Related Assignments solely to complete the 6-hour teaching load" (p. 88).
- **The eSF7.** Assignments "must be reflected in the electronic School Form 7 (eSF7)", the basis for any "request for additional manpower" (DO 005, Sec. V.A.4.3). The Toolkit's six steps leave this out; the Order does not.
- **Teaching comes first.** Designated teachers must "prioritize their teaching duties" (DM 053, para. 6.e).

The Drive's "Simplified Flowchart for Determining TRA", also in the Toolkit (p. 92), asks the same questions in order: does the activity need teachers; is it instruction or an ancillary task; if neither, "Based on DO 5, s. 2024, identify the most appropriate teaching-related assignment" and prioritize teachers with less than six hours who have the expertise.

### When the work happens, and how much

Two limits apply. The first rests on an issuance. [DO 009, s. 2026](https://www.deped.gov.ph/2026/04/16/april-16-2026-do-009-s-2026-guidelines-on-the-implementation-of-the-three-term-school-calendar-in-basic-education/) provides that "School-based co-curricular activities shall be conducted only after class hours during the Instructional Block" (Annex A, Part B), and its sample multigrade class program puts "Teaching-Related Tasks" after classes (Annex A, Table 7). DepEd's June 2, 2026 deck applies this to all assignments: their conduct during the Instructional Block "is allowed only after classes" (DepEd CO and RO meeting deck on implementation status, June 2, 2026, p. 14). The second is only in an FAQ: vacant periods are for teaching and ancillary tasks, except that teachers with less than six hours may do assignment work in them (DepEd FAQs on DO 005, s. 2024, undated, p. 34).

No rule caps the number of assignments or their hours. School heads are "advised to equitably distribute these designations", and "BHROD is currently reviewing the possibility of developing policy guidance" from eSF7 data (DepEd consolidated Q&A, 2026 implementation-status meetings, No. 29).

## Do teaching-related assignments count as teaching load?

No. Only "actual classroom teaching rendered per learning area and class advising duties are treated as teaching load" (DM 053, para. 3.c), plus remediation and enhancement classes in the class program (para. 3.d). Teaching-related assignments "do not have an equivalent teaching load" (Toolkit, p. 51) and "must not be used to complete the six (6) hours of teaching load" (p. 90). Older load reductions for ICT coordinators and school paper advisers have ended: "Any issuances providing equivalent teaching load for teaching-related assignments are no longer in effect" (DepEd consolidated Q&A, DM 53 orientation, No. 32).

### The Department Head exception

[DepEd Order No. 024, s. 2025](https://www.deped.gov.ph/2025/08/28/august-28-2025-do-024-s-2025-guidelines-on-the-implementation-of-the-expanded-career-progression-system-for-teachers-and-school-heads-in-the-department-of-education/) (August 28, 2025) gave one designation its own load. "A Department Head Designate shall be assigned in Grades 4-6, JHS, and SHS. In Kindergarten to Grade 3, Department Head Designate shall serve as a Grade Level Head" (Encl. No. 1, Sec. 36.c). The designate comes "from the ranks of Master Teachers" in the learning area (or a lower-ranked teacher where the area has none, Sec. 36.c.i), needs an "Official Designation Order duly-signed by the SDS", rotates "each for a period of one (1) year", and "shall have three (3) hours of teaching load" (Sec. 36.c.i–iv).

DepEd applies this over DO 005's six hours: schools "shall adopt the prescribed 3-hour teaching load" (DepEd consolidated Q&A, 2026 implementation-status meetings, No. 3). [DO 034, s. 2025](https://www.deped.gov.ph/2025/10/14/october-14-2025-do-034-s-2025-amendments-and-clarifications-to-deped-order-no-024-s-2025-guidelines-on-the-implementation-of-the-expanded-career-progression-system-for-teachers-and-s/) lets retitled secondary Head Teachers who already act as Department Heads continue "until they vacate the position" (para. 27).

The two rules fit together. "Department Head" is not one of DO 005's 11 assignments but a career-progression designation with its own load, so the 2024 answer still holds for the 11, and DO 024, the later and higher issuance, governs Department Heads. DO 024 does not say how its K to 3 "Grade Level Head" relates to the grade-level chair in DO 005's list. The [guide to distributed leadership](https://nash.com.ph/blog/distributed-leadership-deped-schools) covers the Department Head's duties.

## How teachers are paid for teaching-related assignments

DO 005's cover order says teaching-related work "shall be duly compensated in accordance with Section 14 of RA 4670" (para. 2.c), which requires "an additional compensation of at least twenty-five per cent of his regular remuneration" for work outside normal duties after six hours of teaching (Republic Act No. 4670, Sec. 14). Yet DO 005's body gave only vacation service credits (VSC) for assignment work "beyond regular work hours, whether within or outside the school premises" (Sec. V.A.4.4), and in November 2024 DepEd said "As of today, there is no provision for overtime pay" (DepEd consolidated Q&A, DM 53 orientation, No. 33). That answer is now outdated.

### Overtime pay under DO 026, s. 2025

[DepEd Order No. 026, s. 2025](https://www.deped.gov.ph/2025/09/06/september-6-2025-do-026-s-2025-guidelines-on-the-payment-of-overtime-services-of-teachers/), dated September 6, 2025, pays cash for this work under these conditions:

- **A designated teacher, for assignment work in school.** Overtime "shall only cover services in performance of teaching-related assignments within school premises" (Sec. V.2) and "shall only be authorized for teachers who are officially designated" (Sec. V.5). It is rendered "within the official school premises (the teacher's official station)" or a Community Learning Center (Sec. VII.2).
- **A full load.** Only teachers "who have completed at least six (6) hours of actual classroom teaching per day and a minimum of thirty (30) hours per week" qualify (Sec. VII.5).
- **Necessary and approved first.** Overtime is authorized "only when they are extremely necessary, particularly when work or activity cannot be completed within the regular work hours", and not finishing it would cause "Financial loss to the government", "Embarrass the government due to its inability to meet its commitments", or "Negate the purpose for which the work activity was conceived" (Sec. V.3). The school head or authorized approving authority approves the request first (Sec. V.8).
- **At least two hours.** Money is paid "only when the overtime service is rendered for at least two (2) hours"; shorter work earns VSC (Sec. V.6).
- **When it counts.** On a workday, time "beyond the six (6) hours of actual classroom teaching and class advising duties combined per school day"; weekends once the 30 weekly hours are done; and holidays (Sec. V.4). The Order does not explain how the workday rule fits the two ancillary hours in its own Sec. V.1. DM 053 has the same gap for credits: its para. 7 counts from the end of "the six hours of teaching load", while DO 005 (Secs. V.A.4.4 and V.B.2.1) and DM 053's own Enclosure 1 (Sec. II.1) count from the end of "regular work hours", the eight-hour day. For credits, the Order and the enclosure govern. For overtime pay, DO 026 counts from the end of the six teaching hours, and DepEd has not said how the two ancillary hours fit.
- **Never for ancillary tasks.** "Ancillary tasks ... performed within the school premises shall not qualify for overtime compensation" (Sec. VII.3).
- **Not for everyone.** Teachers-in-Charge with teaching load fall under CSC-DBM Joint Circular No. 02 and DO 30, s. 2016 instead (Sec. V.7). Teachers funded by the Local School Board "are not eligible to receive overtime pay through DepEd funds" (Sec. VII.7). Teachers on travel status cannot claim it (Sec. VII.4). Overtime "shall not be used to offset undertime" (Sec. VII.1), and the pay is taxable (Sec. VI.B.4).

The Actual Hourly Rate is the monthly basic salary divided by 22 and then by 8. Overtime is "125% or 1.25 of AHR on a scheduled workday" and "150% or 1.5 of AHR for Saturdays, holidays and non-working days" (Sec. VI.B.1–2), with weekend and holiday overtime "limited to a maximum of four (4) hours per day" (Sec. VII.6).

| Case | What the teacher receives | Rule |
|---|---|---|
| Inside the school, two hours or more, full load, approved in advance | Overtime pay: 125% of AHR on workdays, 150% on Saturdays, holidays and non-working days | DO 026, Secs. V.2–8, VI.B, VII.5 |
| Inside the school, under two hours | VSC | DO 026, Sec. V.6 |
| Weekend or holiday hours beyond four in a day | VSC for the excess | DO 026, Sec. VII.6 |
| Overtime funds insufficient | VSC | DO 026, Sec. V.9 |
| Work outside the school premises | VSC under DO 005 (DO 026 covers only work in school) | DO 005, Sec. V.A.4.4; DO 026, Sec. VII.2 |
| Teacher with less than six hours of teaching | VSC; not eligible for overtime pay | 2024 Q&A, No. 29; DO 026, Sec. VII.5 |
| Parent conferences, home visits or a Master Teacher's coaching, done in school | Never overtime pay; VSC if beyond regular hours | DO 026, Sec. VII.3; DO 005, Secs. V.A.3.5–6 and V.B.2.1 |

One hour of VSC-earning work on a school day equals 1.25 hours of credit, and 1.5 on Christmas, summer or long vacation, weekends and holidays ([DO 013, s. 2024](https://www.deped.gov.ph/2024/09/18/september-18-2024-do-013-s-2024-revised-guidelines-on-the-grant-of-vacation-service-credits-for-teachers/), Sec. V.A.1.a–b). The [guide to vacation service credits and overtime pay](https://nash.com.ph/blog/vacation-service-credits-overtime-pay-teachers) gives the caps, the papers and the full comparison with overload pay.

Two rules pull apart. DO 005 and DM 055 give assignments first to teachers with less than six hours, but DO 026 pays overtime only to teachers with a full six, so an under-loaded teacher working after hours earns credits, not cash.

DO 026 requires, for each claim, the approved request (Annex A), the "Individual Accomplishment Report (Annex C)", the daily time record and the "Approved Designation Order on Teaching-Related Assignment" (Sec. VI.A.1.c.i); the school head also files a monthly report (Annex B). DO 026's own annexes are the forms for overtime pay. The Drive's templates at [tinyurl.com/TRA-Forms](https://tinyurl.com/TRA-Forms) (Toolkit, p. 55) are DM 053's, written when credits were the only pay; their designation-order line that teachers "shall be granted equivalent Vacation Service Credits (VSC)" needs updating for overtime (DepEd orientation deck on DM 53, s. 2024, undated, p. 33).

### What the 2026 decks get wrong

DepEd's 2026 SDO deck lists "Overtime Pay & Vacation Service Credits" as "Granted for ancillary tasks (home visitations and coaching & mentoring) and teaching-related assignments performed beyond the regular work hours" (DepEd SDO meeting deck on implementation status, 2026, p. 26). For ancillary tasks this is wrong: DO 026 pays only for teaching-related assignments inside the school, and ancillary tasks there "shall not qualify for overtime compensation" (Secs. V.2, VII.2 and VII.3). Parent conferences, home visits and a Master Teacher's coaching beyond regular hours earn VSC (DO 005, Secs. V.A.3.5–6 and V.B.2.1; DM 053, Encl. 1, Sec. II.1).

The 2026 Q&A errs the other way. It says VSC is paid only when there is no overtime budget, "the only time where teachers are going to receive VSC" (DepEd consolidated Q&A, 2026 implementation-status meetings, No. 28), but DO 026 also gives VSC for work under two hours (Sec. V.6) and weekend hours beyond four (Sec. VII.6). Neither the decks nor the Q&A cite DO 026, and the Order governs.

## The forms each teaching-related assignment carries

[DepEd Order No. 006, s. 2025](https://www.deped.gov.ph/2025/03/20/march-20-2025-do-006-s-2025-guidelines-on-the-streamlining-of-school-forms-and-reports-accomplished-by-teachers/) limits teachers' forms "to those required for their teacher ancillary tasks and teaching-related assignments as provided in Enclosure Nos. 1 to 3" (para. 4). Counted from the numbered items on the pages, Enclosure 1 has 5 standard forms for all teachers, Enclosure 2 has 31 forms for ancillary tasks, and Enclosure 3 has 39 forms for teaching-related assignments, 75 in all. The [EDCOM II post](https://nash.com.ph/blog/teacher-workload-accountability-edcom-ii) charts the cut from 174.

| Assignment (DO 006 heading) | Forms | What they are |
|---|---|---|
| Chairmanship: Learning Area | 5 | Learning Area Action Plans; LRMS needs; three Youth for Environment in Schools Organization (YES-O) forms: calendar, registration and annual accomplishment report |
| School Coordinator: Guidance and Advocacy | 2 | Intake Sheet/Incident Report; Quarterly Mental Health Report |
| Trainer/Adviser: Sports Development Programs | 2 | "SSC 1: School Sports Club Registration Form"; Updated Sports Form for Athletes |
| Trainer/Adviser: Supreme Elementary/Secondary Learner Government | 30 | SELG accomplishment report and action plan, election and appointment forms, ballots, canvass and tabulation forms, registries, nominations, oath of office, minutes, resolutions, and others |
| The other seven assignments | None listed | — |
| **Total** | **39** | |

*Source: DepEd Order No. 006, s. 2025, Enclosure 3 (PDF pp. 7–8). Counts are the numbered items.*

Two cautions. First, "none listed" does not mean no paperwork. Enclosure 2 lists 31 ancillary-task forms that depend on a teacher's "LEARNING AREA/GRADE LEVEL/DESIGNATION", as its heading puts it, including the Phil-IRI, CRLA and Rapid Numeracy Assessment results, without saying which designation fills which. A reading coordinator may still handle some of them. Second, the 30 learner-government forms are not all the adviser's in the Toolkit's reading. Items 15 and 16, the School Career Guidance Implementation Report and Curriculum Exit Tracking, "should be accomplished by Guidance and Advocacy Teacher/Designate/Coordinator", and the election commission's forms "shall be accomplished by appropriate member of the COMEA" (Toolkit, p. 99).

## How many hours teachers spend on each assignment

DepEd asked teachers in May 2026: "On average, how many hours do you spend per week for each Teaching-related Assignment?" The survey drew 163,351 respondents, and DepEd warns that it "does not represent all teachers or all schools as it was issued through an open call and responses were completely anonymous. It should be read as a sensing tool for what may be happening on the ground" (DepEd CO and RO meeting deck on implementation status, June 2, 2026, p. 18). The deck does not print how many answered this question. The [guide to DepEd's 2026 workload survey](https://nash.com.ph/blog/deped-teacher-workload-survey-2026) explains the method.

![Horizontal bar chart of average hours a week that teachers report per teaching-related assignment: ICT Coordinator 4.26, Sports Development Program Trainer/Adviser 3.72, School Paper Trainer/Adviser 3.64, Reading/Literacy and Numeracy Coordinator 3.57, Grade Level/Learning Area Chairperson 3.44, SNED Coordinator 3.31, Guidance and Advocacy Coordinator 3.26, Inclusive Education Coordinator 3.20, SELG/SSLG Adviser 3.19, Research Coordinator 3.11.](https://nash.com.ph/blog/_astro/tra-hours-by-designation.BSA9wO35_2r3tY3.webp)

ICT coordinators report the most time, 4.26 hours a week, and research coordinators the least, 3.11; the survey merges the two chair roles into one item. The SDO version of the deck, whose survey tables total 145,000 responses (p. 50), prints the same or slightly lower values, such as 4.2 for ICT (DepEd SDO meeting deck on implementation status, 2026, p. 80).

NCR teachers report the most hours on 9 of the 10 items, and Caraga leads on research. The deck does not explain the differences; in an open-call survey they may reflect who answered as much as the work.

DepEd's conclusion from these slides is about paperwork: efforts "should focus on streamlining requirements and reducing administrative burden to ensure these responsibilities do not unduly add to teachers' workload" (DepEd CO and RO meeting deck on implementation status, June 2, 2026, p. 66). Teachers asked for the same.

Equitable distribution of assignments, which school heads control, drew 70,090 responses, fifth of seven.

## What this means for school heads

Under DO 005, the school head decides which assignments the school needs, who holds them and what each covers. Six steps follow from the issuances:

1. **Start from the SIP and AIP.** List the programs that need teachers and run each existing coordinator role through the Toolkit's test (p. 52). If a needed program is missing, "the school can revise the SIP and/or AIP" (DepEd consolidated Q&A, DM 53 orientation, No. 38).
2. **Take administrative roles off teachers.** Feeding, DRRM, BAC, library and canteen management go to you, the AO II or other non-teaching staff (DO 002, Sec. V.A.1; DepEd consolidated Q&A, 2026 implementation-status meetings, Nos. 30–34).
3. **Define each role, then offer it.** Set its scope and the number of teachers "in coordination with the concerned teachers" (DM 053, para. 5). Choose by specialization and workload, with priority to teachers under six hours (DO 005, Sec. V.A.4.2). Sports club facilitators need sports experience or 40 hours of training (DO 022, Sec. V.F.1.b).
4. **Issue the order before the year starts.** List each assignment with its scope, duties and duration (DM 053, Template No. 3; Toolkit, p. 53); get each teacher's signature of concurrence; send it to the SDS (DM 053, para. 6). Record every assignment in the eSF7 (DO 005, Sec. V.A.4.3).
5. **Plan overtime before it happens.** Approve Annex A requests in advance, only for work that is "extremely necessary", and file the monthly Annex B report (DO 026, Secs. V.3, V.8, VI.A.1.c.i).
6. **Watch the spread.** With no cap on assignments (DepEd consolidated Q&A, 2026 implementation-status meetings, No. 29), use the eSF7 to check that a few teachers do not hold most of the roles.

### Records to keep

| Record | What it proves | Rule |
|---|---|---|
| SIP/AIP pages naming each program that needs an assignment | The assignment serves a plan program | DO 005, Sec. V.A.4.1; DM 053, para. 5 |
| SDS-approved designation order, signed by each teacher | The assignment is listed, agreed and approved | DO 005, Sec. V.A.4.3; DM 053, para. 6 |
| eSF7 with each teacher's load and assignments | Fair distribution; basis for staffing requests | DO 005, Sec. V.A.4.3 |
| Approved Annex A requests, Annex C reports, DTRs and the monthly Annex B report | Basis for overtime pay | DO 026, Sec. VI.A.1 |
| Authorities to render work beyond regular hours and accomplishment reports | Basis for service credits | DO 005, Sec. V.B.2.3; DM 053, Encl. 1 |

### What a school head may and may not do

| May | May not |
|---|---|
| Decide which of the 11 roles the school needs (Toolkit, p. 52), apart from the Learner Formation Officer and sports club coordinator every school must now have (DM 055, Sec. II.i; DO 022, para. 3 and Sec. V.A.3.b), though neither need be a teacher (DO 022, Sec. V.A.3.b; DM 055, Sec. II.b) | Create a coordinator role outside the 11 categories (DO 005, Sec. V.A.4.5) |
| Set the scope of each role and the number of teachers (DM 053, para. 5) | Designate a teacher without the teacher's concurrence (DM 053, para. 6.b) |
| Designate more than one Learner Formation Officer for coverage (DM 055, Sec. II.d) | Give a teacher feeding, DRRM, BAC, library or canteen management work (DO 002, Sec. V.A.1; 2026 Q&A, Nos. 30–34) |
| Approve overtime for assignment work in school when it is extremely necessary (DO 026, Secs. V.3, V.8) | Approve overtime pay for ancillary tasks (DO 026, Sec. VII.3) |
| Ask teachers for the forms in DO 006's enclosures | Count an assignment as teaching load (DM 053, para. 3.c). DO 024 sets a Department Head Designate's load at three hours (Encl. No. 1, Sec. 36.c.iv) |
| | Require forms beyond DO 006's enclosures (para. 4) or "additional documentary requirements" beyond DM 053's templates (para. 10) |

These duties fall under Domain 2 of the PPSSH; see the [PPSSH Domain 2 guide](https://nash.com.ph/blog/ppssh-domain-2-managing-school-operations) and [how school heads plan teaching loads under DO 5](https://nash.com.ph/blog/school-head-teacher-loading-workload-toolkit).

## How the NASH may test this

The two items below are original practice items, scored 3 (Relational), 2 (Multistructural), 1 (Unistructural) or 0 (Prestructural). An option that breaks a rule scores 0.

### Question 1

*Indicator 2.4.1, Management of staff. Career Stage 1, Situational, Moderate.*

You are the school head of a junior high school. Ms. Reyes, the School Paper Adviser under an SDS-approved designation order, and Mr. Santos, a Grade 8 class adviser, each teach six hours a day and 30 hours a week, and their eight-hour day ends at 4:00 p.m. Before the division press conference, Ms. Reyes asks to stay in school from 4:00 to 7:00 p.m. on two weekdays to edit the paper with her student writers. Mr. Santos asks for overtime pay for parent conferences he holds in school from 4:00 to 6:00 p.m. What is the most appropriate action?

- **A.** Approve overtime pay for both teachers, since both will work in school beyond their six hours of teaching and advising, and both blocks last at least two hours.
- **B.** Approve Ms. Reyes's overtime request before the sessions, and tell Mr. Santos that parent conferences beyond regular hours earn vacation service credits, not overtime pay.
- **C.** Approve Ms. Reyes's overtime request before the sessions, and ask Mr. Santos to move his parent conferences inside his eight-hour day so that no extra hours arise.
- **D.** Decline both requests, since teachers who have finished their six hours of teaching and their eight-hour day may not be asked to stay in school any longer.

**Answer and explanation**

**Best answer: B.** Points: A = 0, B = 3, C = 2, D = 1.

- **A (0 points, Prestructural).** It pays overtime for an ancillary task, which DO 026, s. 2025 forbids.
- **B (3 points, Relational).** It links designation, full load, place, the two-hour minimum and prior approval for Ms. Reyes, and treats Mr. Santos's conferences as an ancillary task paid in credits.
- **C (2 points, Multistructural).** It handles Ms. Reyes correctly but sidesteps Mr. Santos's question and the credits his conferences earn.
- **D (1 point, Unistructural).** It knows the eight-hour day but not the rules that compensate work beyond it.

**Why.** Under DO 026, s. 2025, overtime "shall only cover services in performance of teaching-related assignments within school premises" (Sec. V.2), for designated teachers with six hours a day and 30 a week (Secs. V.5, VII.5), in blocks of at least two hours (Sec. V.6), approved first (Sec. V.8), and only when "extremely necessary" (Sec. V.3). Ancillary tasks in school "shall not qualify for overtime compensation" (Sec. VII.3); parent conferences beyond regular hours earn credits (DO 005, s. 2024, Secs. V.A.3.5 and V.B.2.1).

### Question 2

*Indicator 2.4.2, Management of staff. Career Stage 2, Situational, Difficult.*

You are the school head of an elementary school with one Administrative Officer II. Your School Improvement Plan's priority is reading, and DO 022, s. 2025 requires you to designate a School Sports Club Coordinator. The division also asks you to name a School-Based Feeding Program coordinator. Teacher A teaches five hours a day and has trained in reading intervention. Teacher B teaches five hours a day and is a former varsity coach. Teacher C teaches four hours a day and has no sports experience or training. What is the most appropriate action?

- **A.** Designate Teacher A as reading coordinator and Teacher B as sports club coordinator in one designation order both concur with, send it to the SDS, record it in eSF7, and give feeding to the AO II.
- **B.** Designate Teacher B, the former coach, as both reading and sports club coordinator in an order she concurs with, sent to the SDS and recorded in eSF7, and give feeding to the AO II.
- **C.** Designate Teacher A as reading coordinator and Teacher C, the lightest load, as sports club coordinator after training, in an order both concur with, sent to the SDS and recorded in eSF7, and give feeding to the AO II.
- **D.** Give feeding to Teacher C, who has the lightest load, and ask the SDS to choose the reading and sports club coordinators, since the SDS is the one who approves designation orders.

**Answer and explanation**

**Best answer: A.** Points: A = 3, B = 0, C = 2, D = 0.

- **A (3 points, Relational).** It ties the reading role to the plan, gives both roles to teachers with priority, matches each to specialization, follows the designation procedure and keeps feeding with non-teaching staff.
- **B (0 points, Prestructural).** It ignores specialization, which DO 005, Sec. V.A.4.2 and DM 053, para. 6.a require school heads to consider, by giving the reading role to a coach over a reading-trained teacher.
- **C (2 points, Multistructural).** It follows the procedure but treats the lightest load as decisive, though Teachers B and C both have priority, and passes over a qualified coach.
- **D (0 points, Prestructural).** It gives a teacher feeding coordination, which DO 002, s. 2024 assigns to school heads and non-teaching personnel, and hands the school head's designation to the SDS, which DO 022, Sec. V.A.3.b and DM 053, para. 6.a give to the school head.

**Why.** DO 005, s. 2024 requires school heads to "consider the specialization of teachers" and to prioritize teachers with less than six hours (Sec. V.A.4.2), through an order "duly concurred by the teacher concerned" and reflected in the eSF7 (Sec. V.A.4.3). DO 022, s. 2025 prefers a sports club coordinator with "a sports-related experience" or 40 hours of training (Sec. V.F.1.a). SBFP coordination is an administrative task (DepEd consolidated Q&A, 2026 implementation-status meetings, No. 32; DO 002, Sec. V.A.1.f.i).

## Frequently asked questions

### What are the 11 teaching-related assignments in DO 005, s. 2024?

School coordinator for reading/literacy and numeracy, research, SNED, ICT, guidance and advocacy, and inclusive education; trainer or adviser for the school paper, sports development programs and the SELG/SSLG; and chair of a grade level or a learning area (DO 005, s. 2024, Sec. V.A.4.1). Roles from later programs fit inside these, such as the school sports club coordinator (DO 022, s. 2025) and the Learner Formation Officer (DM 055, s. 2026).

### Can a teacher refuse a coordinator designation?

Yes. DM 053, s. 2024 says "these assignments are not mandatory" and "the identified teachers must concur with their designation and scope of duties and responsibilities" (para. 6.b). The Toolkit adds: "No role should be given without the teacher's concurrence to their designation" (p. 53). DM 055, s. 2026 also requires the teacher's concurrence for a Learner Formation Officer (Sec. II.e).

### Does being a coordinator reduce a teacher's teaching load?

No. Only actual classroom teaching and class advising count as teaching load (DM 053, s. 2024, para. 3.c), and DepEd says older issuances that gave coordinators a reduced load "are no longer in effect" (DepEd consolidated Q&A, DM 53 orientation, No. 32). The Toolkit adds that assignments "do not have an equivalent teaching load" (p. 51). The exception is a Department Head Designate, normally a Master Teacher, whose teaching load is three hours under DO 024, s. 2025 (Encl. No. 1, Sec. 36.c.iv).

### Are coordinators paid overtime in DepEd?

Since DO 026, s. 2025, they may be: for assignment work in school that is extremely necessary, at least two hours long and approved in advance, by a designated teacher with six hours of teaching a day and 30 a week, at 125% of the hourly rate on workdays and 150% on Saturdays, holidays and non-working days, subject to available funds (Secs. V.2–9, VI.B, VII.5). Shorter work, work when funds run short and, under DO 005, work outside school earn vacation service credits.

### Can a teacher still be the feeding or DRRM coordinator?

No. DepEd treats SBFP and DRRM coordination as administrative tasks "no longer part of the teachers' workload" (DepEd consolidated Q&A, 2026 implementation-status meetings, Nos. 32 and 34), following DO 002, s. 2024, which gives feeding and school DRRM to school heads and non-teaching personnel (Sec. V.A.1.f).
