DepEd’s rules on teacher workload rest on three issuances of 2024. DepEd Order No. 002, s. 2024 takes administrative tasks away from teachers. DepEd Order No. 005, s. 2024 sets an eight-hour day of six hours of actual classroom teaching and two hours of ancillary tasks that “may be spent within or outside school premises” (Sec. V.A, item 1). Teaching beyond six hours is overload, at most two hours a day (Sec. III.j), and teachers may be given only 11 teaching-related assignments (Sec. V.A.4.1). DepEd Memorandum No. 053, s. 2024 implements DO 005 and sets the overload rate: annual salary ÷ 1,600 × 1.25 an hour (Encl. No. 1).

Later issuances changed parts of how these work, but as of October 31, 2026, none expressly amends or repeals DO 002, DO 005 or DM 053.

Below, each rule links to the guide in the teacher workload series that explains it. For evidence on how long teachers actually work, see Teacher Workload and Accountability: EDCOM II Findings.

Key findings

  • Eight hours, six of them teaching. Six hours of actual classroom teaching and two of ancillary tasks a day, or 30 and 10 a week (DO 005, s. 2024, Sec. V.A, items 1–2). A teacher “shall not be required to render more than six hours of actual classroom teaching in a day” (DM 053, s. 2024, para. 3.a).
  • Overload: at most two hours a day. It “shall not exceed two (2) hours a day or ten (10) hours a week” (DO 005, Sec. III.j). Each hour is paid at annual salary ÷ 1,600 × 1.25, which DM 053 rounds to “PHTR = 0.000781 x AR” (Encl. No. 1, Computation item 3).
  • Five policy areas. DepEd’s 2026 planning guide names five areas a division plan may cover: teaching load, teaching overload, teacher ancillary tasks, teaching-related assignments and administrative tasks (SDO implementation plan guide, 2026, p. 31).
  • Eleven assignments, none mandatory. Teachers “must concur” with each designation (DM 053, para. 6.b). Since DO 026, s. 2025, a designated teacher who has taught six hours a day and 30 a week may be paid overtime for assignment work inside the school that is “extremely necessary”, approved in advance and at least two hours long: 125% of the actual hourly rate, or 150% on Saturdays, holidays and non-working days, subject to funds (Secs. V.2–V.8, VI.A, VI.B.2, VII.5).
  • Administrative work is for school heads and staff. They “shall have the sole responsibility” for six areas of administrative tasks (DO 002, s. 2024, Sec. V.A.1). For FY 2026, DepEd funded contract-of-service support staff in 7,062 schools: ₱932,184,000 for the first six months, salary and a 10% premium (DM-OUHROD-2026-0095, Sec. VI and Annex A).
  • Three later changes matter most. Authorized work beyond regular hours earns 1.25 or 1.5 hours of service credit per hour (DO 013, s. 2024, Sec. V.A.1); a Department Head Designate in Grades 4 to 6, junior high or senior high, normally a Master Teacher, teaches three hours (DO 024, s. 2025, Encl. No. 1, Sec. 36.c, items i and iv); and ARAL tutoring by DepEd teachers “shall not be mandatory” (DM 061, s. 2026, para. 6.d).

DepEd’s five teacher workload policy areas

The Toolkit calls DO 002 and DO 005 together “the Teacher Workload Policies” (p. 8). DepEd’s 2026 planning guide for Schools Division Offices names five policy areas a plan “may include”: “teaching load, teaching overload, teacher ancillary tasks, teaching-related assignments, and administrative tasks” (p. 31).

Policy area The core rule Source
Teaching load At most six hours of actual classroom teaching may be required a day. Class advising counts as one hour, including the Homeroom Guidance Program; so do remediation and enhancement classes, ARAL tutorials (since June 2025) and Hinga check-ins (since June 2026) DO 005, Sec. V.A.1, items 2–3; DM 053, para. 3.a; DO 018, s. 2025, para. 81; DO 014, s. 2026, para. 69
Teaching overload Teaching beyond six hours, at most two hours a day or ten a week; as a general rule only in schools with a teacher shortage, plus relieving duties DO 005, Secs. III.j, V.A.2 item 3
Teacher ancillary tasks Two hours a day, in or outside school; 13 tasks in four groups: curriculum planning, curriculum delivery and pedagogy, assessment of learners’ progress, homeroom guidance and management DO 005, Sec. V.A, item 1; Sec. V.A.3, item 2
Teaching-related assignments Only 11 roles: six school coordinators, three trainers or advisers and two chairs, for programs in the School Improvement Plan DO 005, Sec. V.A.4.1
Administrative tasks Personnel administration, property custodianship, general administrative support, financial management, records management and program management, including feeding and school DRRM DO 002, Sec. V.A.1

A teacher’s eight-hour day in one chart

DO 005’s day rests on Republic Act No. 4670, the Magna Carta for Public School Teachers, and CSC Resolution No. 080096 (para. 1). Under the law, a teacher “shall not be required to render more than six hours of actual classroom teaching a day”, and may teach up to eight only “where the exigencies of the service so require”, with additional pay (Sec. 13).

Two pairs of stacked bars. A regular day is 6 hours of teaching load and 2 hours of ancillary tasks; on a day with the most overload allowed, it is 6 hours of teaching load and at most 2 hours of overload. A regular week is 30 hours of teaching load and 10 hours of ancillary tasks; the most overload allowed is 10 hours a week.
Figure 1. A DepEd teacher’s day and week as DO 005, s. 2024 sets them, with overload placed in the two ancillary hours as DepEd’s Q&A (No. 40) reads it; these are rules, not measured hours. Data: DO 005, s. 2024, Sec. III.j, Sec. V.A, items 1–2 and Sec. V.A.1, item 2; DM 053, s. 2024, para. 3.a; RA 4670, Sec. 13; DepEd consolidated Q&A, DM 53 orientation, No. 40. What the chart cannot show:

  • Ceiling or quota. DO 005 says a teacher “must be able to render thirty (30) hours of actual classroom teaching” a week (Sec. V.A, item 2). DepEd’s 2026 answer reads six hours as a maximum: “It should not be interpreted that all teachers are required to render exactly six (6) hours of teaching daily” (DepEd consolidated Q&A, 2026 implementation-status meetings, No. 1). On a floor, DO 005’s wording governs, since a Q&A cannot amend an Order. DO 005 restates RA 4670’s ceiling only in its rationale (Encl., Sec. I); the only operative rule worded as a ceiling is DO 024, s. 2025’s, for Master Teachers: “at most six (6) hours per day” (Encl. No. 1, Sec. 36.b.iii).
  • Overload uses the ancillary hours. Teachers with overload “have to render the additional teaching load during their 2 hours for ancillary tasks” (DepEd consolidated Q&A, DM 53 orientation, No. 40).
  • Work after hours. Assignment work “beyond regular work hours” earns vacation service credits (DO 005, Sec. V.A.4, item 4). DO 005 places assignments “on top of the teacher ancillary tasks” (Sec. V.A.4.1), but DO 026 counts overtime from “beyond the six (6) hours of actual classroom teaching and class advising duties combined” (Sec. V.4.a). Vacation Service Credits and Overtime Pay sets out both readings.

From January 20, 2025 to July 29, 2026, OUHROD also sent reminders on each quarter’s overload payments and reports (DM-OUHROD-2025-0204 to DM-OUHRODI-2026-2538); the one of April 20, 2026 gives the FY 2026 appropriation, ₱1,738,683,000 (DM-OUHRODI-2026-1235). Other issuances bear on these rules, among them DM 037, s. 2024 (the task force behind DO 006), DM-OUHROD-2025-2949 (service credits for the October 2025 midyear break), DM 029, s. 2026 (digitizing school forms) and DM 030, s. 2026 (Oplan Balik Eskwela).

As of October 31, 2026, school-based non-teaching staff, contract-of-service staff included, have no Friday work from home. DM 018, s. 2026 made Friday a work-from-home day in DepEd offices. A March 11, 2026 memorandum said the President’s Memorandum Circular No. 114 “does not cover school-based personnel” and suspended DO 004, s. 2025’s work from home for school-based staff “until further notice” (paras. 2–3). An April 9, 2026 memorandum, not posted on deped.gov.ph, opened Friday work from home to them only from April 10 to June 5, 2026 (SDO Catanduanes DM No. 461, s. 2026, para. 1; The Philippine Star, April 11, 2026); no national memorandum has extended it. Admin Tasks Off Teachers has the details.

Which rule says what: the rule table

Rule Source Explained in
Six hours of teaching at most; up to eight only in the exigency of service, with pay RA 4670, Sec. 13; DM 053, para. 3.a–b Teaching hours
Teaching less than six hours: complete six hours in school, making up the shortfall with teaching-related work, then spend the remaining two hours within or outside school (DM 291, s. 2008, still in force, general guidelines, items c–d). DepEd’s Toolkit (p. 44) and Q&A (DM 53 orientation, No. 11) go further and keep such teachers in school; that is guidance, so DM 291 governs DM 291, s. 2008; DO 16, s. 2009, para. 5 Leaving after six hours
Leaving in a vacant period: logbook or locator slip. Ancillary work before or after all classes: certificate of undertaking, attached to the daily time record (DTR) DM 053, para. 4.b Leaving after six hours
Overload pay = overload hours × PHTR; at most 50% of basic salary for the year; taxable DM 053, Encl. No. 1, Computation items 1, 6–7 Overload pay
Overload is paid quarterly; when funds are short, the hours become service credits DO 005, Sec. V.B.1, item 3 Claims and funds
Designation order concurred by the teacher and approved by the SDS; recorded in the eSF7; priority to teachers with less than six hours DO 005, Sec. V.A.4, items 2–3; DM 053, para. 6.b–d The 11 roles
Service credits: 1.25 hours per hour on school days, 1.5 on weekends, holidays and vacations; at most 30 days a year, 45 for late appointees. Unpaid overload, ARAL tutoring on weekends, holidays and vacations, and the 2026 Summer Remediation Programs (one day per six hours) are outside the cap DO 013, s. 2024, Sec. V.A.1–2, 7; DM 061, s. 2026, para. 31.a.ii; DO 010, s. 2026, Encl., paras. 56–57 Credits and overtime
Overtime: designated teacher, inside the school, at least two hours, six hours a day and 30 a week already taught; actual hourly rate = monthly salary ÷ 22 ÷ 8; ancillary tasks in school never qualify DO 026, s. 2025, Secs. V.2, V.5–6, VI.B.1, VII.3, VII.5 Credits and overtime
Administrative tasks go to school heads and non-teaching staff; clusters of at most three schools; contract-of-service or job-order staff may be hired DO 002, s. 2024, Secs. V.A.1–2, IX Admin tasks

What changed after the 2024 orders

Some 2024 answers are now incomplete or outdated. An issuance governs a deck, FAQ or Q&A, and a later issuance of the same rank governs an earlier one.

In the 2024 documents Now (October 31, 2026) Source of the change
Assignment work beyond hours earns service credits only; “As of today, there is no provision for overtime pay” (DM 53 orientation Q&A, No. 33) Designated teachers can be paid overtime for assignment work inside the school DO 026, s. 2025
“Eight (8) hours of services rendered shall be equivalent to at least 1.25 VSC” (DO 005, Sec. V.B.2, item 2) 1.25 or 1.5 hours of credit per hour, capped at 30 or 45 days a year, with set exceptions DO 013, s. 2024
Master Teachers “likewise render six (6) hours” (DO 005, Sec. V.A.1, item 1.b.i) Master Teachers teach “at most six (6) hours per day”; a Department Head Designate teaches three, which DepEd’s 2026 Q&A applies over DO 005 (No. 3) DO 024 and DO 034, s. 2025
Teaching load and overload as DO 005 defines them ARAL tutorials and Hinga check-ins also count as teaching load; ARAL tutoring, and relief for teachers on wellness leave, that takes a teacher past six hours a day can be paid as overload, up to two hours a day; tutoring is not mandatory DO 018, s. 2025; DM 001, DO 002, DO 014 and DM 061, s. 2026
A school year in quarters Three terms, with a two-day teachers’ wellness break free of instructional, administrative and extracurricular duties “except in cases of emergency or exigency of service” DO 009, s. 2026, Encl., para. 24
RA 4670 as the base Unchanged, but under review DM 057, s. 2026

The series, guide by guide

How Many Hours Must DepEd Teachers Teach a Day? weighs the six-hour ceiling against DO 005’s 30-hour week and gives each position’s load. DepEd’s eSF7 averages for SY 2024-2025 were 5.88 hours a day in elementary, 5.04 in junior high and 4.92 in senior high (DepEd CO–RO meeting deck, June 2, 2026, p. 37).

Can Teachers Leave School After Six Hours of Teaching? covers the 13 ancillary tasks, the locator slip and certificate of undertaking, COA’s concurrence, and what DepEd’s documents say about teachers with less than six hours of teaching.

DepEd Teaching Overload Pay: Who Qualifies, How Much works the formula. In DM 053’s example, ₱27,000 a month gives a PHTR of ₱253.04, and 22.75 overload hours pay ₱5,756.75 (Encl. No. 1, Computation item 5). To pay external ARAL tutors, DM 061 computes a FY 2026 PHTR of ₱297.14 from a Teacher I’s ₱380,460 a year (para. 31.b); the full formula gives ₱297.23 (computed), and teachers at higher steps have higher rates.

Why So Few Teachers Get Paid for Teaching Overload follows a claim from the DTR to the payroll. Of ₱482,772,000 allotted for FY 2025, ₱27,431,781.46 was disbursed (DepEd CO–RO meeting deck, June 2, 2026, p. 50), 5.68% (computed).

Teaching-Related Assignments: The 11 Roles DepEd Allows lists the roles, the jobs off the list, and how to designate.

Vacation Service Credits and Overtime Pay for Teachers covers DO 013’s credits, DO 026’s overtime, and how they compare with overload pay.

Admin Tasks Off Teachers: DO 2 and School Support Staff covers the six task areas, the AO II and PDO I, and contract-of-service staff, funded for FY 2026 in 7,062 schools at ₱20,000 a month.

DepEd 2026 Teacher Workload Survey: What Teachers Said reads DepEd’s May 2026 survey, which DepEd calls “a sensing tool”, of 163,351 respondents (DepEd CO–RO meeting deck, June 2, 2026, p. 18). In it, 60.95% had attended an orientation on the policies (p. 32), and 62.65% answered Yes on their ability to focus on teaching (p. 41).

How School Heads Plan Teaching Loads Under DO 5 walks through the Toolkit’s three steps, situational analysis, workload planning and workload rationalization (pp. 59, 78), and why its 300-minute limit for teachers of more than one learning area or grade level (p. 88) is guidance, not a rule.

Teacher Workload and Accountability: EDCOM II Findings holds the outside evidence: EDCOM II’s reports, the 2024 EDCOM II–IDinsight survey of teachers’ hours, the forms DO 006 cut and the AO II staffing gap.

What this means for school heads

Five steps, in order:

  1. Clear administrative tasks first, to the AO II, the PDO I, cluster staff or contract-of-service staff (DO 002, Sec. V.A.2; DM-OUHROD-2024-0123; see the MOOE guide).
  2. Distribute teaching loads within six hours, by specialization, with Master Teachers first in Key Stage 1 (DM-OSEC-OUHROD-2025-0002).
  3. Give a teacher overload only after that teacher has the full load, with specialization “a prime consideration” (DO 005, Sec. V.A.2, item 4).
  4. Designate assignments last, from the 11 only, with each teacher’s concurrence (DM 053, para. 6.b).
  5. Authorize extra work before it happens (DO 005, Sec. V.B.2, item 3.a; DO 013, s. 2024, Secs. V.A.4 and VI.A.1; DO 026, Sec. V.8).

Indicator 2.4.2, Management of staff. Career Stage 2, Situational, Moderate.

Teacher C teaches six hours of classes a day and is the designated reading coordinator. In one week: a colleague takes two days of wellness leave, and only Teacher C is free to take her classes, adding 90 minutes of teaching each day; the division asks for a feeding coordinator; and a reading camp in the School Improvement Plan needs a four-hour Saturday session in school to prepare, work that cannot be done during the week, and without it the camp cannot open on its scheduled date. What should the school head do?

  • A. Assign Teacher C as reliever with overload pay, keep feeding with the school head and non-teaching staff, and approve the Saturday session for service credits only, without considering overtime pay.
  • B. Assign Teacher C as reliever within her ancillary hours without extra pay, name her feeding coordinator since she already coordinates a program, and grant service credits for the Saturday session.
  • C. Assign Teacher C as reliever with overload pay, keep feeding with the school head and non-teaching staff, and approve the Saturday session in advance as overtime, paid at 150% of her actual hourly rate if funds allow.
  • D. Assign Teacher C as reliever with overload pay, and refer the feeding coordinator request and the Saturday session to the division for a decision.
Answer and explanation

Best answer: C. Points: A = 2, B = 0, C = 3, D = 1.

  • A (2 points, Multistructural). It handles the relief and the feeding program correctly and grants credits under DO 013, s. 2024, but misses that DO 026, s. 2025 can pay this work as overtime.
  • B (0 points, Prestructural). It breaks two rules: relief beyond six hours of teaching is overload, and feeding coordination is an administrative task, no longer part of teachers’ workload.
  • C (3 points, Relational). It sorts each request under the rule that governs it: relief as overload, feeding as administrative work, and the Saturday session as overtime for a designated teacher who has taught 30 hours that week, approved beforehand, at least two hours long and within the four-hour weekend cap.
  • D (1 point, Unistructural). It gets the relief right but passes up two decisions the rules already settle.

Why. DO 005, s. 2024 counts “relieving duties for other teachers” beyond normal teaching hours as overload (Sec. V.A.2, item 3), and DO 002, s. 2026 makes relievers of teachers on wellness leave “eligible to teaching overload pay” (Sec. VI.1.h). DO 002, s. 2024 lists feeding under program management, an administrative task (Sec. V.A.1); DO 013, s. 2026 gives day-to-day feeding to “The School SBFP implementers/Non-teaching Personnel/Administrative Officer II (AO II)” (Sec. IX.D); and DepEd’s 2026 answer is that “SBFP Coordinatorship is considered an administrative task” (DepEd consolidated Q&A, 2026 implementation-status meetings, No. 32). DO 026, s. 2025 allows weekend overtime for designated teachers who “have completed the required thirty (30) hours of actual classroom teaching per week” (Sec. V.4.b), when “extremely necessary” (Sec. V.3) and approved beforehand (Sec. V.8), for at least two hours (Sec. V.6), at most four a day on weekends (Sec. VII.6), at 1.5 times the actual hourly rate on Saturdays (Sec. VI.B.2), and as service credits if funds are short (Sec. VI.A).

Indicator 2.4.2: Manage staffing such as teaching load distribution and grade level and subject area assignment in adherence to laws, policies, guidelines and issuances based on the needs of the school.

Frequently asked questions

What are DepEd’s teacher workload policies?

DepEd Order No. 002, s. 2024 (removal of administrative tasks), DepEd Order No. 005, s. 2024 (workload and overload pay) and its implementing memorandum, DepEd Memorandum No. 053, s. 2024. DepEd’s 2026 planning guide for SDOs names five areas a plan may cover: teaching load, teaching overload, teacher ancillary tasks, teaching-related assignments and administrative tasks (SDO implementation plan guide, 2026, p. 31). Later issuances, such as DO 026, s. 2025 on overtime, add to them.

Is the six-hour teaching load still the rule in 2026?

Yes. RA 4670, Sec. 13 still says a teacher “shall not be required to render more than six hours of actual classroom teaching a day”. DM 057, s. 2026 starts a review of the law but amends nothing, and DO 017, s. 2026 encourages school heads “to safeguard the 6 hours of teaching load for teachers” (para. 22.c). The exception is a Department Head Designate, who has “three (3) hours of teaching load” (DO 024, s. 2025, Encl. No. 1, Sec. 36.c.iv).

How is teaching overload pay computed?

Overload hours in the month times the Prime Hourly Teaching Rate: annual salary ÷ 1,600 × 1.25, which DM 053 rounds to 0.000781 × annual salary (DM 053, s. 2024, Encl. No. 1, Computation items 1 and 3). In DM 053’s example, a ₱27,000 monthly salary gives ₱253.04 an hour (₱253.13 by the unrounded formula, computed).

Where can I download DepEd’s teacher workload forms?

From DepEd’s Teacher Workload Public Drive, bit.ly/TeacherWorkload_ToolsandProcedure, which DM 053, s. 2024 names for its templates (para. 9). Its Forms folder has sets for administrative tasks, teaching overload, ancillary tasks and teaching-related assignments (Teacher Workload Policy Toolkit, June 2025, p. 101). The Toolkit is at tinyurl.com/TWPT2025 (DM-OUHROD-2025-1641).
